Consulting services
Contract CDPKZ/QCBS-02

The Government of the Republic of Kazakhstan has received financing from the International Bank for Reconstruction and Development (World Bank) toward the cost of the Kazakhstan Customs Development Project (CDP). The KZ Government intends to apply a portion of the funds to eligible payments under the contract for the following consulting services:

The Assignment consists of the following main activities:

• comprehensive review of the Customs Control Committee’s (CCC) strategic planning methods, and make detailed recommendations for improving the organization’s capacity for strategic and operational planning;
• development and implementation of a modern strategic and operational planning framework;
• elaboration and conducting of a training on strategic and operational planning for senior CCC managers, and the officials allocated to the new Planning Unit.
• comprehensive review and analysis of CCC operational statistics and performance indicators, and recommend a range of new performance indicators that are aligned with CCC goals and objectives. Preparation of a comprehensive analytical report with specific recommendations for the development of a Management Information System (MIS);
• development and implementation of a modern MIS with on-line access for key CCC managers
• elaboration of a training program on MIS and its delivery to the senior CCC managers;
• development and implementation of the cost-accounting based Financial Management Information System (FMIS) that delivers the levels of accountability and transparency that are required for WTO accession;
• elaboration of a training program on financial planning and its delivery for the CCC staff responsible for the FMIS. The training program should include a well-structured study visit to examine financial management;
• assistance in elaboration and reconciling of the service standards for Customs with the trade community and key government stakeholders, and bringing those into accordance with the MIS and FMIS systems;
• providing comprehensive reference materials, which can be used to reinforce all of the consulting services delivered.

The expected duration of the Assignment is 18 months starting on the date of contract effectiveness (scheduled for March, 2010).

Herewith the Customs Control Committee of the Ministry of Finance of the Republic of Kazakhstan invites eligible consulting companies to express interest in rendering the above described services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications.

A consulting firm will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (May 2004, revised October 2006). Selection will be based on Quality and Cost Based Selection (QCBS) method.
