1. REQUIREMENT
The Department of Fisheries and Oceans/Canadian Coast Guard
(DFO/CCG) has a requirement to upgrade the existing electrical
diesel generators (Gensets) fitted on the Canadian Coast Guard
vessel " CCGS John P. Tully" operating on the Canadian West
Coast. The existing diesel generators are three (3) Caterpillar
Model 3412 Diesel Engines operating 450 kW / 562 kVA generators
and are to be upgraded to three (3) Caterpillar Model C18 Diesel
Engines with 425 kW / 530 kVA generators meeting the Canadian,
North American and International requirements corresponding to
TIER II exhaust gas emissions.

2. DESCRIPTION
The new equipment is required to upgrade the vessel's
electrical generation power plant as well as meet lower exhaust
emissions per the Canadian regulations.

The new diesel generators will provide the vessel with
inter-changeability from the existing diesel generators sets to
the new diesel generators sets within the vessel's existing
configuration. The commonality of the new generator sets will
allow universal equipment parts between units, the use of
existing spare parts currently stored on board the vessel and
to be able to re-use previous parts from the existing diesel
generator sets.

Ongoing maintenance service is available from the original
equipment manufacturer (OEM) for these Gensets from the
following locations on the West Coast of British Columbia:
Richmond, Steveston, Sidney, Victoria, Maple Bay, Nanaimo,
Ucluelet, Campbell River, Port Hardy, and Prince Rupert

The "genset" units (Diesel engine and electrical generator) must
entirely be engineered and supplied as factory-built units. Each
"genset" must be mounted on a painted steel frame. The frame
must be mounted on oil resistant, vibration reducing resilient
mounts. The "genset" units must have a marine classification
society "type approval" certificate. The certification must be
provided with the units and can be supplied from any of the
following classification societies:

A) American Bureau of Shipping (ABS)
B) Det Norske Veritas (DNV)
C) Lloyd's Register (LR)
D) Germanischer Lloyd (GL)
E) Bureau Veritas (BV)

The "genset" must be able to be started remotely or locally at
their local control panel. The "genset" must be able to be
controlled from a switchboard for load distribution and
paralleling
"Genset " is defined as: Diesel engine, control panel,
alternator with connection box. Engine and alternator mounted on
a steel skid frame and resilient mounts.
3. STANDARDS AND CERTIFICATIONS
3.1. Standards
3.1.1 International:

particularly regulation part regulation 13(3)(b)(i) of Annex VI
to the Pollution Convention and subsequent amendment

ADOPTED ON 10 OCTOBER 2008. AMENDMENT TO THE ANNEX OF THE

4. APPLICABILITY OF TRADE AGREEMENTS:
This procurement is being carried out under Goods and Services
Identification Number N6115BC (GSIN) Generator Set, Diesel
Engine - 100 KW to Under 1000 KW (Special Design) Marine, and is
subject to the Agreement on Internal Trade (AIT) only. This
procurement is exempt from NAFTA [see Chapter 10, Annex 1001.2b,
paragraph 1 (a)] and from the WTO-AGP (see Annex 4).

5. GOVERNMENT CONTRACT REGULATIONS EXCEPTIONS:
Due to the requirement to have parts that are fully
interchangeable with existing fittings and hardware with the
vessel and the exclusive proprietary rights to the Intellectual
Property involved, (6.(d)). "Only one supplier, person or form
is capable of performing the contract"

6. DELIVERY
It is a requirement of this procurement that all equipment be
delivered and accepted no later than March 20, 2010

You are hereby notified that the government intends to negotiate
with one firm only as identified above. Should you have any
questions concerning this requirement, contact the contracting
officer identified above.

An Advance Contract Award Notice (ACAN) allows departments and
agencies to post a notice, for no less than fifteen (15)
calendar days, indicating to the supplier community that it
intends to award a good, service or construction contract to a
pre-identified contractor. If no other supplier submits, on or
before the closing date, a Statement of Capabilities that meets
the requirements set out in the ACAN, the contracting authority
may then proceed with the award. However, should a Statement of
Capabilities be found to meet the requirements set out in the
ACAN, then the contracting authority will proceed to a full
tendering process.

Suppliers who consider themselves fully qualified and available
to provide the services/goods described herein, may submit a
statement of capabilities in writing to the contact person
identified in this Notice on or before the closing date of this
Notice. The statement of capabilities must clearly demonstrate
how the supplier meets the advertised requirements.

The PWGSC file number, the contracting officer's name and the
closing date of the ACAN must appear on the outside of the
envelope in block letters or, in the case of a facsimile
transmission, on the covering page.

The Crown retains the right to negotiate with suppliers on any
procurement.

Documents may be submitted in either official language of Canada.
