Consulting services
Contract CDPKZ/QCBS-01

The Government of the Republic of Kazakhstan has received financing from the International Bank for Reconstruction and Development (World Bank) toward the cost of the Kazakhstan Customs Development Project (CDP). The KZ Government intends to apply a portion of the funds to eligible payments under the contract for the following consulting services:

The Assignment consists of the following main activities:

• analysis of the organizational structure and management system of the Customs Control Committee of the Ministry of Finance of RK (CCC), and developing recommendations for (a) new operational and support functions; and (b) streamlining of the structure and systems to improve managerial control, internal communication, accountability, and inter-functional cooperation;
• analysis of Human Resource Management (HRM) policies, systems and practices, with a special attention paid to recruitment, grading, compensation (remuneration), conditions of service, promotion, career development, mobility, retention and performance management regimes, and recommend options for increasing the quality, professionalism, flexibility, and career development of CCC officials;
• development of a new HRM strategy to ensure effective planning for and transition to modern human resource management practices;
• development of a a new system for merit-based recruitment, remuneration, promotion, career development, and conditions of service, including pension and social benefits;
• development of a training program and conducting of a management training for senior CCC managers, the Project Steering Committee, and the Modernization and Strategy Development Department and the Project Implementation Team that focuses on the knowledge, skills and attitudes required to manage the change process, develop strategies for process simplification and continuous improvement, and effective transmission of information on important changes to internal and external stakeholders;
• analysis of the CCC’s comprehensive national integrity plan, assessment of its compliance with the provisions of the Arusha Declaration; design and elaboration of a revised and updated National Integrity Plan, which would also include related activities of the CCC ;
• training of the CCC designated managers on anti-corruption methods and investigative techniques that will enable the CCC to implement and monitor the National Integrity Plan;
• providing comprehensive reference material which can be used to reinforce all of the consulting services delivered

The expected duration of the Assignment is 12 months starting on the date of contract effectiveness (scheduled for March, 2010).

Herewith the CCC invites eligible consulting companies to express interest in rendering the above described services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications.

A consulting firm will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (May 2004, revised October 2006).

Selection will be based on Quality and Cost Based Selection (QCBS) method.
