This is a NOTICE OF INTENT for sole source procurement of commercial services prepared in accordance with FAR Part 12, using subpart 13.5 test program procedures. The award of a firm, fixed price is anticipated. The Government intends to solicit and negotiate with only one source under the authority of Section 4202 Clinger Cohen Act of 1996, as set forth in FAR Part 6.302-1, only one responsible source and no other services will satisfy agency requirements. Hazelden Foundation of Center City, MN is currently the only known source providing the education of addiction treatment professional on topics relating to the treatment and continuing care of substance abusers that is compatible with the program implemented by the Navy Medicine Substance Abuse Rehabilitation Program [SARP]. The intent is to support the training needs of new counselors with education programs that match the programs of those counselors previously trained, thereby maintaining the continuity of counselor training. This announcement constitutes the only notice of intent. The Department of Navy (DoN), Bureau of Medicine and Surgery, National Naval Medical Center, Acquisition Management Service, intends to negotiate on a sole source basis with Hazelden for the on-site continuing education of addiction treatment professionals. The education program is to provide a comprehensive Navy based training program that both meets the needs of the Navy SARP program and is compatible with the existing Navy SARP program training. This program is an extension of an existing training program which will be utilized to facilitate the training of new counselors, resulting in consistent training for all Navy Substance Abuse Counselors. A 12-month period of performance will be implemented for this effort. This notice of intent is NOT a request for competitive proposals; however, all challenges to this sole source determination received within 3 days after date of publication of this synopsis will be considered by the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
