INVITATION FOR BIDS (IFB)

IFB No.-DGFP/L&S-3/2009/6404/108 ; Dated: 19 /10 /2009.


1. This invitation for bids follows the general procurement notice for this project that appeared in Development Business, Issue No 652 dated April 16, 2005.
2. The People’s Republic of Bangladesh has received a credit from the International Development Association (IDA) and grants from donors toward the cost of the Health, Nutrition and Population Sector Program (HNPSP), and it intends to apply part of the credit and grant proceeds to payments under the contract for the procurement of low dose oral contraceptive pills under contract package No. GFP-01/09. Bidding will be governed by the World Bank’s eligibility rules and procedures.
3. The Director (Logistics and Supply) and Line Director (Procurement, Storage and Supply Management), Directorate General of Family Planning, Ministry of Health and Family Welfare, now invites sealed bids from eligible bidders for procurement of 150 (One hundred and fifty) million cycles of Low Dose Oral Contraceptive Pills (LDOP), through 5 (five) sub packages of 30 million cycles each,, from bidders who have manufactured and marketed specific goods under this invitation for at least two years and similar goods for five years. The delivery schedules of the goods are as follows:

1. Low Dose Oral Pills - 30 million Cycles - The first Shipment of 5 million cycles to commence within 12 weeks and subsequent shipments in every four weeks at the rate of 5 million cycles.

2. Low Dose Oral Pills - 30 million Cycles - The first Shipment of 5 million cycles to commence within 12 weeks and subsequent shipments in every four weeks at the rate of 5 million cycles.

3. Low Dose Oral Pills - 30 million Cycles - The first Shipment of 5 million cycles to commence within 12 weeks and subsequent shipments in every four weeks at the rate of 5 million cycles.

4. Low Dose Oral Pills - 30 million Cycles - The first Shipment of 5 million cycles to commence within 12 weeks and subsequent shipments in every four weeks at the rate of 5 million cycles.

5. Low Dose Oral Pills - 30 million Cycles - The first Shipment of 5 million cycles to commence within 12 weeks and subsequent shipments in every four weeks at the rate of 5 million cycles.

A bidder may bid for one or more sub package. But the Bidder must bid for entire quantity of LDOP requested in each sub-package. Evaluation and comparison of bids will be carried out simultaneously to determine the bid or combination of bids offering the lowest evaluated price to the purchaser. Price reductions or cross discounts will be considered in the evaluation and comparison of bids for more than one sub package.
4. Bidding will be conducted through the international competitive bidding procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, May 2004 and is open to all bidders from eligible source countries as defined in the Guide- lines. However, all countries are eligible for this credit except Israel. A margin of domestic preference will apply.
5. Interested eligible bidders may obtain further information from Director (Logistics and Supply) and Line Director (Procurement, Storage & Supply Management), Directorate General of Family Planning, 6,Karwan Bazar, Dhaka and inspect the bidding documents at the address given below during working days between 10.00 hours and 17.00 hours up to the day before the deadline for Bid submission.
6. A complete set of bidding documents in English may be purchased by interested bidders on submission of a written application to the address below and upon payment of a non-refundable fee of Taka 6,500.00 or US$ 100.00 up to the day before the deadline for Bid submission. The method of payment will be by pay order or bank draft or cashier’s cheque. The bidding documents will be sent by airmail or may be collected through authorized representatives.
7. Bids must be delivered to the office of Director (Logistics and Supply) and Line Director (Procurement, Storage and Supply Management), Directorate General of Family Planning, 6, Karwan Bazar, Dhaka-1215, Bangladesh at or before 11.00 hours on 21 December 2009. All bids must be accompanied by a bid security of Taka 36,00,000.00 or US$ 52,000.00 or the equivalent amount in the bid currency for each sub packages separately in the form of pay order/ bank draft/cashier’s cheque or bank guarantee from a bank acceptable to the Purchaser in the form and manner detailed in the Instructions to Bidders. Late bids will be rejected and shall be returned unopened. Bids will be opened in the presence of the bidders’ representatives who choose to attend at the office of the Director (Logistics and Supply) and Line Director (Procurement, Storage and Supply Management), Directorate General of Family Planning, 6, Karwan Bazar, Dhaka-1215, Bangladesh at 11.15 hours on 21 December 2009.
8. A pre-bid conference will be held in the office of the undersigned at 11.00 hours on 15 November 2009. All prospective bidders are requested to attend the conference in time. Attendance to the pre-bid conference is not mandatory.
