INVITATION to BID (IB)

The Nayong Pilipino Foundation (NPF) through the Department of Tourism Bids and Awards Committee (DOT-BAC), invites suppliers/service providers to bid for the hereunder project:

Name of Project : Procurement of Security Services for Nayong Pilipino Foundation (NPF)

Project Description: Provision for security services from reputable security agencies to render services on a 24-hours daily basis, including Sundays and Holidays, to secure around 18-hectares of open space with building and facilities situated within the NPF complex in Pasay City, 4.9 hectares in Clark Expo, Pampanga City and 15 hectares at Bagong Nayong Pilipino, Macapagal Blvd.. Parañaque City

Approved Budget for the Contract (ABC) : P 6,805,224.00

Contract Duration : One year. However, the procuring entity will have the option of renewing the contract every year for a period of three (3) years depending on the performance of the security agency.

Prospective bidders must have completed, within the last five (5) years , a single contract that is similar to the contract to be bid, and whose value must be at least 50% of the ABC, and have key personnel and equipment (owned, leased or under purchase) available for the execution of the project. The criteria to be used by BAC in the eligibility check of prospective bidders shall be a non-discretionary "pass/fail" basis. As such, non-submission of any of the eligibility requirements will result in the disqualification of prospective bidders. Bids shall be evaluated based on the technical evaluation criteria. Post-qualification of the highest rated bid shall be conducted.

All particulars relative to Eligibility Statement and Screening, Bid Security, Performance Security, Pre-Bidding Conference(s), Evaluation of Bids, Post-Qualification and Award of Contract shall be governed by the pertinent provisions of R.A. 9184 and its Revised Implementing Rules and Regulations (IRR).

Complete sets of Bid Documents may be obtained at the BAC Secretariat c/o Florencio Capati Jr., Rm. 314, DOT Bldg., T.M. Kalaw St., Ermita, Manila (tel. nos. 524-1680 and 524-1742) upon payment of non-refundable fee of 6,000.00 Bids shall be submitted in sealed envelopes addressed to the BAC Chairman.

The Department of Tourism reserves the right to reject any or all bids, declare a Failure of Bidding at any time prior to the contract award, or not to award the contract, without thereby incurring any liability, and make no assurance that a contract shall be entered into as a result of the bidding. Likewise, the Department of Tourism may waive any minor defect therein and accept the offer most advantageous to the government. Further, the Department of Tourism assumes no responsibility whatsoever to compensate or indemnify bidders for any expenses incurred in the preparation of the bid.
