II.1.5) Short description of the contract or purchase(s): Provision of
multi disciplinary facilities management services at the British Antarctic
Surveys (BAS) office in Cambridge.
British Antarctic Survey is a component of the Natural Environment
Research Council (NERC). Based in Cambridge, it has, for over 60 years,
undertaken the majority of Britain's scientific research on and around the
Antarctic continent. BAS today is a world-class science organisation which
has its focus on the Antarctic and Arctic regions, addressing key global
and regional issues through research, survey and monitoring.
BAS has its main centre in Cambridge and comprises of office, laboratory,
workshop and logistic facilities.
BAS is looking for a FM contractor to undertake comprehensive hard and
soft service provision to the Cambridge site only, comprising of: -.
Hard FM.
— Building and asset maintenance (PPM),
— Reactive unplanned maintenance.
Note: The BAS Cambridge site is a complex facility with Laboratories,
workshops, logistics, temperature control and IT facilities.
Soft FM.
— Cleaning Services,
— Waste Services,
— Catering Services,
— Security Services,
— Porter/ Post Services,
— Grounds Services,
— Help Desk Service.

II.2) QUANTITY OR SCOPE OF THE CONTRACT
II.2.1) Total quantity or scope: Provision of multi disciplinary
facilities management services at British Antartic Survey, Cambridge.

II.3) DURATION OF THE CONTRACT OR TIME-LIMIT FOR COMPLETION: Starting:
30.9.2010. Completion: 29.9.2015.
SECTION III: LEGAL, ECONOMIC, FINANCIAL AND TECHNICAL INFORMATION
III.1) CONDITIONS RELATING TO THE CONTRACT
III.1.2) Main financing conditions and payment arrangements and/or
reference to the relevant provisions regulating them: Tenders are to be
priced in Sterling. The payment schedule will be notified in the Contract
documents.
III.1.3) Legal form to be taken by the group of economic operators to
whom the contract is to be awarded: Joint and several liability will be
required.
III.1.4) Other particular conditions to which the performance of the
contract is subject: Yes.
Service providers must clearly demonstrate recent successful experience in
similar projects and environments.
Potential suppliers will be excluded if one of the following applies: the
supplier is a state of bankruptcy, insolvency, compulsory winding up,
administration, receivership, composition, with creditors or any analogous
state, or subject to relevant proceedings; has been convicted of a
criminal offence related to the business of professional misconduct; has
committed an act of grave misconduct in the course of business; has not
fulfilled obligations relating to the payment of taxes; is guilty of
serious misrepresentation in supplying information required by the
authority; is not in the possession of a licence or not a member of the
appropriate trade or other organisation where the law requires it.
III.2) CONDITIONS FOR PARTICIPATION
III.2.1) Personal situation of economic operators, including requirements
relating to enrolment on professional or trade registers: Information and
formalities necessary for evaluating if requirements are met: To be
detailed in the Pre Qualification Questionairre document. Participating
suppliers are also expected to have in place necessary insurances.
Expressions of interest must include the return of a satisfactory PQQ
which will be supplied after 7th November 2009 by E mail from Ian
Sparks@ssc.rcuk.ac.uk.
III.2.2) Economic and financial capacity: Information and formalities
necessary for evaluating if requirements are met: Pre- Qualification
Questionnaire as above. Turnover figures and copies of audited accounts
will be requested. Reports from credit bureaux and bankers references may
be sought in due course.
III.2.3) Technical capacity: Information and formalities necessary for
evaluating if requirements are met:
Contractors must demonstrate that they have the resources, knowledge and
capability to undertake the work employing appropriately skill staff. They
must be able to confirm experience of performing similar projects.

VI.4) PROCEDURES FOR APPEAL
VI.4.2) Lodging of appeals: Precise information on deadline(s) for
lodging appeals: The Contracting Authority will incorporate a minimum 10
calendar day stand still period at the point information on the Award of
the Contract is communicated to tenderers. This period allows unsuccessful
tenderers to seek further debriefing from the Contracting Authority before
the contract is entered into. Applicants have 2 working days from
notification of the award decision to request additional debriefing and
that information has to be provided a minimum of 3 working days before
expiry of the standstill period. Such additional information should be
requested from the address in Section III. If an appeal regarding the
award of the contract has not been successfully resolved the Public.
Contracts Regulations 2006 (SI 2006 No 5) provide for aggrieved parties
who have been harmed or are at a risk of harm by breach of the rules to
take action in the High Court (England Wales and Northern Ireland), Any
such action must be brought promptly (generally within 3 months). Where a
contract has not been entered into, the court may order the setting aside
of the award decision or order the authority to amend any document and may
award damages. If the contract has been entered into, the court may only
award damages.
