II.1.4) Short description of the contract or purchase(s): The project
includes the full internal refurbishment of the Communal Building together
with the provision of a roof over the open courtyard and an enclosed link
to the adjacent Library building. The Communal Building is predominantly
used by the University of Bradford Students Union and the intention is to
create a vibrant stimulating environment to provide social, welfare,
pastoral and learning facilities for students.
It is envisaged that the refurbishment will included replacement of all
mechanical and electrical services, external fenestration, internal
finishes and remodelling of the layout to form social, pastoral, welfare
and learning space for students and work space for library and ancillary
services.
The current building users will be decanted into temporary accommodation
on campus prior to commencement of the works, however a phased
refurbishment may be necessary and the scope of works could therefore
included some temporary works associated with decanting and the provision
of temporary accommodation.
A high quality, stimulating environment will be provided in line with the
University of Bradford Ecoversity principles. A BREEAM target of Very Good
has been set for the completed building.
Programme - The University is looking to appoint a contractor by May 2009,
the construction period will be approximately 10 months.

VI.3.2) Lodging of appeals: Precise information on deadline(s) for
lodging appeals: This authority will incorporate a minimum 10 calendar day
standstill period at the point information on the award of the contract is
communicated to tenderers. This period allows unsuccessful tenderers to
seek further debriefing from the contracting authority before the contract
is entered into. Applicants have two working days from notification of the
award decision to request additional debriefing and that information has
to be provided a minimum of 3 working days before expiry of the standstill
period. Such additional information should be requested from the address
in section 1.1.
If an appeal regarding the award of a contract has not been successfully
resolved the (for Public Sector) Public Contracts Regulations 2006 (SI
2006 N°5) (for Utilities) utilities contracts Regulations (SI 2005 N°6)
(delete where appropriate) provide for aggrieved parties who have been
harmed or are at risk of harm by a breach of the rules to take action in
the High Court (England, Wales and Northern Ireland). Any such action must
be brought promptly (generally within 3 months). Where a contract has not
been entered into the court may order the settling aside of the award
decision or order the authority to amend any document and may award
damages. If the contract has been entered into the court may only award
damages.
