This Invitation for Pre-qualification follows the General Project
Information for this project, which was published on EBRD web site on
February 10.
Funding is envisaged through loans from the European Bank for
Reconstruction and Development (EBRD), the European Investment Bank (EIB),
KfW ("Banks"), funds from the EC Neighbourhood Investment Facility (EC
NIF) as well as from own resources of the Government of Georgia for the
project:
"Black Sea Transmission Network",
initiated to create an asynchronous interconnection between the 500 kV
network of Georgia and the 400 kV network of Turkey.
Under this project the Georgian main 500 kV transmission system between
Enguri and Zestafoni, Ksani and Gardabani shall be extended by two new 500
kV links from existing Gardabani and Zestafoni substations to a new
substation at Akhaltsikhe near the Turkish border. The Akhaltsikhe
substation shall be connected asynchronously to the Turkish 400 kV grid at
Borchka substation using a back-to-back High Voltage Direct Current (HVDC)
link at Akhaltsikhe and a 400 kV overhead transmission line.
The Project is aimed at stabilizing Georgia's power transmission network
and facilitating large scale trade of electric power between Georgia, the
other South Caucasus countries, and the countries of the Black Sea Power
Transmission Network, particularly Turkey. The Project will establish one
important precondition for the development of Georgia's vast hydro power
resources.
Energotrans intends applying the proceeds of the loans from the Banks
towards the cost of the project package, by pre-qualifying firms or joint
ventures to tender for the following contract to be funded from part of
the proceeds of the loan:
"Black Sea Transmission Network,
Package A - 500kV and 400 kV Overhead Lines".
Design, engineering, manufacturing, as well as the transportation to site,
unloading, temporary storage, installation and commissioning of the
overhead lines and associated equipment. The scope includes all overhead
line works which are related to the Black Sea Transmission Network
Project. The scope also includes the coordination at the interface points
(e.g. to other packages and existing facilities) as well as provision of
all information and documents to obtain the necessary permits for
construction and commissioning.
— Procurement of equipment and materials, construction and commissioning
of a 400 kV OHL between Akhaltsikhe substation (in Georgia) and Borchka
substation (in Turkey) (up to the Georgian-Turkish border). The total
length of the line on the Georgian territory is about 35 km and the line
shall be a single circuit line with 3 x ACSR conductors Cardinal 485/63
and an OPGW.
— Procurement of equipment and materials, rehabilitation, construction and
commissioning of a 500 kV OHL Gardabani - Akhaltsikhe - Zestafoni (in
Georgia); the total length of the line is about 247.km. The line shall be
a single circuit line with 3 x ACSR conductors of the AC 330/43, AC
300/67, AC 400/93 or AC 300/204 type and an earthwire of the Russian C 70
type and an C 70 type OPGW. The single circuit line consists of two
distinct sections:
— 187 km section between Gardabani and Akhaltsikhe substations. In some
parts of this line with a total length of ~ 86 km, 279 towers already had
been constructed earlier, which need full rehabilitation. The major part
of the line with a total length of ~ 101 km and 420 towers will have to be
newly constructed and
— 59 km section between Zestafoni and Akhaltsikhe substations. In some
sections of this line with a total length of ~ 35 km. 86 towers already
had been constructed earlier, which need full rehabilitation. The
remaining part of the line with a total length of ~ 24 km and 75 towers
will have to be newly constructed
— On 01.09.2009 GSE has awarded a contract for the rehabilitation of
towers No. 1 to No. 140 (towers and foundations only) of the 500 kV line
(out of Gardabani Substation). In follow-up of this work it is intended
that the international Contractor to be awarded later for the new parts of
the OHL, i.e. to complete, string and commission the line will make his
own check of the section repaired and rehabilitated earlier by this local
contractor before starting the conductor and earthwire stringing for the
complete 500 kV OHL.
Pre-qualification and tendering for the contract to be financed with the
proceeds of loans from the Banks is open to firms or joint ventures from
all over the world.
For the purpose of qualification, Tenderers must demonstrate that they
substantially satisfy the following minimum requirements:
— The Tenderer, respectively the leading partner in the case of tenders
from consortia/joint ventures, shall be an experienced contractor in the
field of HV transmission line construction. To qualify for award of the
Contract, the Tenderer shall be a reputed company having successful
experience as prime contractor in the execution of at least four (4)
overhead lines of similar voltage level and complexity - rehabilitation or
new construction - in the last five (5) years, each of them with a minimum
length of 30 km with at least one (1) of them outside of the Bidder's
country, preferably in countries of the former USSR, one (1) of them for
line rehabilitation and at least two (2) of them shall have a voltage
level of 400 kV or above.
Evidence shall be given by end user certificates.
Where two or more companies submit a common Bid (Joint Venture or similar
association), the lead company shall meet these requirements.
— The manufacturers shall document at least three years operational
experience of the main components.
— They are ISO 9001 and/or better certified.
— Annual sales of the Tenderer in the HV transmission line construction
sector as prime contractor (defined as billing for works in progress and
completed) over the last five (5) years of a minimum of Euro 40 million
(in case of a consortium, this applies to the leading firm) certified in
writing by a financial auditor.
— Evidence of the capability shall be supplied through an equipment list
indicating that at least three 101 winches, three tensioners for triple
bundle (15 t), three mobile cranes (15 t), three concrete mixers and six
transport trucks are available for this Project in Georgia (year of
production of the equipment to be indicated)
— All financial declarations shall be certified by an independent
accountant.
— If a joint Tender is submitted then the parties shall be jointly and
severally liable under the contract.
— The Project Manager shall have at least 15 years of experience as
Project Manager in turnkey projects, five (5) of them in foreign
countries, in works of comparable nature and complexity.
— The Site Manager shall have at least 15 years of experience as Site
Manager for turnkey projects, including not less than seven (7) years as
Site Manager in foreign countries and two (2) assignments as Site Manager
for similar projects.
Tenderers have to furnish, as part of their Bid, documentary evidence
establishing their qualifications to perform the Contract if their Tender
is accepted.
The Pre-qualification will be based on the Tenderer meeting the minimum
pass/fail criteria aforementioned as documented by the Qualification Forms
filled in by him.
A pure trading company shall not be eligible to tender or participate in a
Tender in any capacity whatsoever.
Pre-qualification documents may be obtained starting from 26.10.2009 from
the Consultant, Fichtner GmbH & Co. KG, with application in writing/in
person to the address given below. This request must be accompanied by a
duly authorized cover letter, clearly stating the name of the company, the
country of domicile and the delivery address of the applicant and against
presentation of evidence of the effected bank transfer of a non-refundable
fee of EUR 100 (one hundred Euro).

Whilst the procurement process and tenders need to be acceptable under the
procurement guidelines and other relevant procurement requirements of the
Banks, it has been generally agreed to follow EBRD procurement procedures
according to EBRD's. "Procurement Policies and Rules", available on EBRD's
website http://www.ebrd.com.
Specifically for the pre-qualification EBRD's guideline "Prequalification
for works, major equipment and industrial installations" will apply.
Additionally the evaluation procedure for the pre-qualification, and the
subsequent selection process will have to be acceptable under EIB's "Guide
to Procurement" (available on EIB's website http://www.eib.org). KfW's
"Guidelines for the Procurement of Supply and Work Contracts under
Financial Cooperation with Developing Countries" (available on KfW's
website http://www.kfw-entwicklungsbank.de) and other relevant EIB and KfW
procurement requirements
The pre-qualification documents must be duly completed and delivered to
the addresses below, on or before 24.11.2009,1200 hours.
Documents which are received late will be rejected and returned unopened.
