for a Turnkey Contract
Black Sea Transmission Network, Package C
500/400 kV, 350 MW HVDC Back-to-Back Facilities
Prequalification Document No. BB-003 ENERGOTRANS
This Invitation for Pre-qualification follows the General Project
Information for this project, which was published on EBRD web site on
February 10, 2009.
Funding is envisaged through loans from the European Bank for
Reconstruction and Development (EBRD), the European Investment Bank (EIB),
KfW ("Banks"), funds from the EC Neighbourhood Investment Facility (EC
NIF) as well as from own resources of the Government of Georgia for the
project:
"Black Sea Transmission Network",
initiated to create an asynchronous interconnection between the 500 kV
network of Georgia and the 400 kV network of Turkey.
Under this project the Georgian main 500 kV transmission system between
Enguri and Zestafoni, Ksani and Gardabani shall be extended by two new 500
kV links from existing Gardabani and Zestafoni substations to a new
substation at Akhaltsikhe near the Turkish border. The Akhaltsikhe
substation shall be connected asynchronously to the Turkish 400 kV grid at
Borçka substation using a back-to-back High Voltage Direct Current (HVDC)
link at Akhaltsikhe and a 400 kV overhead transmission line.
The Project is aimed at stabilizing Georgia's power transmission network
and facilitating large scale trade of electric power between Georgia, the
other South Caucasus countries, and the countries of the Black Sea Power
Transmission Network, particularly Turkey. The Project will establish one
important precondition for the development of Georgia's vast hydro power
resources.
Energotrans intends applying the proceeds of the loans from the Banks
towards the cost of the project package, by pre-qualifying firms or joint
ventures to tender for the following contract to be funded from part of
the proceeds of the loan:
"Black Sea Transmission Network, Package C – 500/400 kV, 350 MW HVDC
Back-to-Back Facilities".
Design, engineering, manufacturing, as well as the transportation to site,
unloading, temporary storage, installation and commissioning of the HVDC
plant and associated equipment at Akhaltsikhe. The scope includes all
works at this location which are related to the Black Sea Transmission
Network Project. The scope also includes the coordination at the interface
points (e.g. to other Packages) as well as the provision of all
information and documents to obtain the necessary permits for construction
and commissioning:
— two 500/400 kV converter blocks, 350 MW (each) to be designed for future
extension by a third 350 MW block, incl. all related auxiliary and
ancillary plant and equipment,
— three (plus one spare phase) 500 kV, 140 MVA, single phase converter
transformers for each block,
— three (plus one spare phase) 400 kV, 140 MVA, single phase converter
transformers for each block,
— three 500 kV filter banks for each block, incl. 500 kV filter
switchgear,
— three 400 kV filter banks for each block, incl. 400 kV filter
switchgear,
— two smoothing reactors for each block (for inverter and converter),
— two 150 MVAr, 15 kV synchronous condensers, each incl. three (plus one
spare phase) 400/15/10 kV, 50 MVA, single phase step-up transformers with
all related other auxiliary and ancillary plant and equipment,
— related A.C. and D.C. auxiliary services equipment,
— related control, protection and metering equipment,
— related SCADA and telecommunication systems,
— related other auxiliary and ancillary plant and equipment,
— related control building and other civil works,
— related valve hall buildings, synchronous condenser buildings, control
building, necessary roadways and other civil works.
Pre-qualification and tendering for the contract to be financed with the
proceeds of loans from the Banks is open to firms or joint ventures from
all over the world except otherwise it would contradict the Banks'
procurement policies and rules, or any requirement applicable in the
Employer's country.
For the purpose of qualification, Tenderers must demonstrate that they
substantially satisfy the following minimum requirements, such
requirements being set in section 2.2 of the prequalification document
that will prevail:
— The Tenderer, respectively the leading partner in the case of tenders
from consortia/joint ventures, shall be an experienced contractor in the
field of HVDC systems and a manufacturer of HVDC converter valves. To
qualify for award of the Contract, the Tenderer shall be a reputed company
having successful experience as prime contractor in the execution of at
least three (3) HVDC plants of a transmission capacity of a minimum of 200
MW in the last five (5) years, with at least two (2) of them outside of
the Bidder's country and at least one (1) of them being a back-to-back
plant. The HVDC stations shall have included the associated control and
protection equipment,
— Evidence shall be given by end user certificates,
— Where two or more companies submit a common Bid (Joint Venture or
similar association), the lead company shall meet these requirements,
— The manufacturers shall document at least three years operational
experience of the main components,
— They are ISO 9001 and/or better certified,
— Annual sales of the Tenderer in the HVDC sector as prime contractor
(defined as billing for works in progress and completed) over the last
five (5) years of a minimum of Euro 100 000 000 (in case of a consortium,
this applies to the leading firm) certified in writing by a financial
auditor,
— All financial declarations shall be certified by an independent
accountant,
— If a joint Tender is submitted then the parties shall be jointly and
severally liable under the contract,
— The Project Manager shall have at least 15 years of experience as
Project Manager in turnkey projects, five (5) of them in foreign
countries, in works of comparable nature and complexity,
— The Site Manager shall have at least 15 years of experience as Site
Manager for turnkey projects, including not less than seven (7) years as
Site Manager in foreign countries and two (2) assignments as Site Manager
for similar projects.
Tenderers have to furnish, as part of their Bid, documentary evidence
establishing their qualifications to perform the Contract if their Tender
is accepted.

The Pre-qualification will be based on the Tenderer meeting the minimum
pass/fail criteria aforementioned as documented by the Qualification Forms
filled in by him.
A pure contracting company or a purchasing entity of a contracting/
manufacturing company shall not be eligible to tender or participate in a
Tender in any capacity whatsoever.
It is to be taken into consideration that the ultimately successful
Tenderer will be obliged to provide an ECA (Export Credit Agency)
guarantee covering 55 000 000 EUR of the export contract(s) in favour of
KfW and acceptable to KfW or equivalent guarantee with equivalent rating
(e.g. MIGA guarantee). Creditworthiness is in general assumed as being
fulfilled, if the rating of the Export Credit Agency corresponds to the
rating category better than BBB+ (Standard & Poor) or A- (Firch). The
proof of effective ECA coverage has to be shown by the qualified bidder at
the time of bidding with a letter of intent of the respective ECA
indicating its willingness to cover the export contract.
It is to be noted that the costs of the Guarantee stated by the Tenderer
will be duly noted, but not be considered in the evaluation decisions.
Pre-qualification documents may be obtained starting from 26.10.2009
from the Consultant, Fichtner GmbH & Co. KG, with application in
writing/in person to the address given below. This request must be
accompanied by a duly authorized cover letter, clearly stating the name of
the company, the country of domicile and the delivery address of the
applicant and against presentation of evidence of the effected bank
transfer of a non-refundable fee of EUR 100 (one hundred Euro).
