The National Institute of Standards and Technology (NIST), Information Services Division intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Springer Science+Business Media, LLC, New York, NY, for the online database of journal content from the SpringerLink Information System. The determination for sole source is based on the following: Springer Science+Business Media, LLC is the owner and only provider of the proprietary database for the journals. The period of performance is planned for one base year and two option years. This notice of intent is not a request for competitive quotations; however, the Government will consider that clearly demonstrate another company�s bonafide capability to provide the required service. A determination by the Government whether to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received in response to this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Inquires will only be accepted via email to sandra.shaffner@nist.gov. All information received by 3:00 p.m., EST, November 4, 2009 will be considered by the Government. No telephone requests will be honored.
