II.1.4) Short description of the contract or purchase(s): Becta aims to
set up framework agreements to enable educational institutions, or a range
of procurement authorities or their agents, to obtain specialist quality
assured educational ICT Consultancy Services. The Framework Agreement will
provide customers with the option to select Consultancy Services across
three core services as follows:
1. Educational ICT Consultancy;
2. Technical ICT Consultancy;
3. Procurement Consultancy to support either Educational ICT and / or
Technical ICT subject areas.
The selection process that Becta will use to identify suppliers for the
Framework Agreement will ensure educational institutions (or any of the
range of potential users below) who require ICT consultancy to have access
to suppliers whose quality of service, technical ability, and performance
are regularly monitored by Becta throughout the full term of the
arrangement.
The overall aim is to make consultancy available through simple
cost-effective arrangements which still provide freedom of local choice.
Our approach will add clarity of purpose and ease of use for customers and
one of Becta's aims is to encourage small and medium enterprises to form
joint-ventures with each other to broaden their appeal to customers who
demand to contract with a single consultancy organisation.
Additionally, to cover the breadth of the potential demand the Framework
Agreement will include consultancy relating to major capital build whether
for example, new build, or an extensive rebuild, refurbishment or update
projects and, if a bidder decides to tender for these elements at further
competition stage, they will need to demonstrate a successful track record
in this field.
We also need to cater for national, regional and local demand for the
provision of specialised consultancy which can include
technology-for-education support services and / or related research.
Consultants who are awarded a Framework Agreement will work closely with
Becta and promote Becta guidance and standards. Consultants will have an
in-depth knowledge of the implications of data handling and relating data
security. Consultants will be expected to deliver long term solutions
which are financially and environmentally sustainable for their customers.
Contract Management (post framework award) will be an important feature of
this arrangement and will be robustly exercised in order to drive supplier
compliance and improvement throughout the duration of the framework.
Each framework supplier will have the capability to deliver all three
mandatory services as a minimum either on their own or as a joint venture:
some enterprises may wish to combine as consortia, or to bid in
partnership as a joint venture, or to sub-contract in order to provide the
complete set of mandatory services. Details of collaborative arrangements,
existing or proposed, including names of partners, must be provided in the
response to this PQQ. A prime contractor, responsible for all members of
any group, is Becta's preferred approach but other consortia or
partnership structures will be considered at Becta's discretion. Suppliers
with recent mergers and acquisitions who may be operating on more than one
Becta framework must be mindful of the risk of conflict of interest
situations, and have the technical capacity and business disciplines to
manage the risk.
This framework award will be based on current capability.

placed by or on behalf of:

SECTION VI: COMPLEMENTARY INFORMATION
VI.1) CONTRACT RELATED TO A PROJECT AND/OR PROGRAMME FINANCED BY
COMMUNITY FUNDS: No.
VI.2) ADDITIONAL INFORMATION: Local contracts under the framework are
awarded to competing economic operators by eligible Procurement
Authorities. Individual contract values can only be determined after a
mini-competition has been conducted.
VI.3) PROCEDURES FOR APPEAL:
VI.3.2) Lodging of appeals: Precise information on deadline(s) for
lodging appeals: Becta will incorporate a minimum ten calendar day
standstill period at the point information on the award of the contract is
communicated to tenderers. This period allows unsuccessful tenderers to
seek further debriefing from Becta before the contract is entered into.
Applicants have two working days from notification of the award decision
to request additional debriefing and that information has to be provided a
minimum of three working days before expiry of the standstill period. Such
additional information should be requested from the address in Section I.1
of this notice. If an appeal regarding the award of a contract has not
been successfully resolved, the UK Public Contracts Regulations 2006 (SI
2006 No. 5) provide for aggrieved parties who have been harmed or are at
risk of harm by a breach of the rules to take action in the High Court
(England, Wales and Northern Ireland). Any such action must be brought
promptly (generally within 3 months). Where a contract has not been
entered into the court may order the setting aside of the award decision
or order Becta to amend any document and may award damages. If the
contract has been entered into the court may only award damages.
