This special notice is provided to advise potential offerors for the US Army Ground Combat Vehicle (GCV) program (solicitation yet to be released) of the DRAFT specification and DRAFT Capability Development Document (CDD). Registration is required and a current, valid CAGE code, not currently on the Excluded Parties List (EPLRS) must be provided.
The data shall be handled in accordance with the Controlled Unclassified Information (CUI) handleing instructions available at http://contracting.tacom.army.mil/majorsys/gcv/gcv.htm
Registration and approval is required for access to these files. Click on a file link below for direction on how to register and gain access to the files. A response may take up to two business days to process. Once approved, the files will be accessible with a direct link provided in the response. Questions for clarification may be submitted via electronic mail to DAMI_GCV@conus.army.mil with the subject SPEC/CDD Clarification. Execution of a Non-Disclosure Agreement is required before access to the files will be granted. The specification/CDD eventually released with the GCV Request for Proposal may differ markedly from this version. This data is being provided to allow industry adequate time to understand the GCV requirement and provide feedback to the Army. Offerors are reminded that the specific requirements for that procurement will be contained in the Request for Proposal upon its release.

On 19 November 2009, the prior Spec/CDD file was deleted and replaced with an updated version. This version and subsequent updates will be encrypted. The same Explicit Access process must be followed to download the files, but to open the file the user must obtain a password. Password requests shall be sent via email to DAMI_GCV@conus.army.mil with the subject line "GCV SPEC/CDD Password Request [Name of Firm][CAGE Code]. Users alreay approved for file access do not need to reapply for access to the files, but must request a password. Passwords will not be provided until the user requesting has been approved for access to the file(s) on FBO. New requestors should not send password requests until they receive a message from FBO advising that they have been approved for access.

The updated Specification, CDD and WBS referred to at the Industry Day event on 23-24 November are available for download with this amendment. These updates replace the prior versions of these documents. The files are encrypted. The password was provided to requestors who were already approved, but those gaining access to the files attached to this announcement after 11/30/09 will receive the password when they are approved for access utilizing the procedure located at the GCV webpage on TACOM PROCNET (http://contracting.tacom.army.mil)
The files were encrypted with WinZip 10.0 Downloading issues need to be handled via the FBO Helpdesk and other issues need to be examined by the requestors IT support before asking for assistance via DAMI_GCV@conus.army.mil

The DRAFT Statement of Work (SOW) and DRAFT Contract Data Requirements List (CDRL's) are added by this amendment. The SOW refers to attachments in several sections. These attachments are not being made available at this time. Look to this site for updates to the SOW/CDRL's and for potential posting of DRAFT contract attachments.
Feedback relating to the SOW will be accepted in Whitepaper format until 06 Jan 2010 utilizing the procedure on the GCV page under Major Systems at TACOM PROCNET (http://contracting.tacom.army.mil) Requests for clarification should utilize the Question procedure located at the same page.

The Ground Combat Vehicle Request for Proposal, W56HZV-10-R-0042 was released on 25 Feb 2010. The Pre-Soliciation documentation has been superseded by that provided with the RFP. All interested parties should download the RFP and publicly releasable attachments at http://contracting.tacom.army.mil/majorsys/gcv/gcv.htm
The Controlled Unclassified and Classified portions of the RFP should be requested by Prime Contractor offerors. Subcontractors should seek this information from the Prime Contractor offerors they are working with.
