This special notice is provided to advise potential offerors for the US Army Ground Combat Vehicle (GCV) program (solicitation yet to be released) of available data that offerors may choose to utilize to leverage the development from the cancelled Manned Ground Vehicle (MGV) program. This data, referred to as the MGV Body of Knowledge may be accessed by through registration at Federal Business Opportunities (fbo.gov) utilizing the link below. Registration is required and a current, valid CAGE code, not currently on the Excluded Parties List (EPLRS) must be provided.

Clicking on the link below will access the registration page. Requests for access will be individually reviewed. A response may take up to two business days to process. Once approved, the files will be accessible with a direct link provided in the response. Questions regarding the data itself will not be answered. Questions regarding access may be sent via email to DAMI_GCV@conus.army.mil with the subject line BoK Access Question.

Access to this data will require execution of a Non-Disclosure Agreement before access to this data will be granted. A NDA form is available at
http://contracting.tacom.army.mil/majorsys/gcv/gcv.htm

Instructions on the handling of Controlled Unclassified Information (CUI) are also available at this site. Execution of the NDA certifies that the firm requesting the data agrees to handle the information in accordance with these instructions.

Use of this data is not required for proposal submission for the GCV program. Offerors are reminded that the specific requirements for that procurement will be contained in the Request for Proposal upon its release.

Users downloading the Body of Knowledge after 19 Nov 09 will have to obtain a password to gain access to the downloaded file. AFTER access in FBO is approved, users should request a password via an electronic mail message to DAMI_GCV@conus.army.mil with the subject line "Password Request MGV BoK [Name of Firm] [CAGE Code]" The new file contains NO update from previous versions. THe new file has simply been encrypted. Users who already have the file should NOT reapply for access.
