The Space and Naval Warfare SystemsCenter Charleston (SPAWARSYSCENCharleston) is soliciting informationfrom potential sources to provide theCommand and Control SystemsDepartment (Code 5.3) with a modelthat willdynamically predict the number of newemployees to be hired each year. Thismodel must take the following factorsinto account: (1) employee loss due totime in service; (2) retirement; (3)attrition; (4) current workforcenumbers; and (5) increasing numbersof government employees anddecreasingnumbers of contractors. This modelmust be dynamic and take into accountworkforce trends in private industry,DoD, and military service. Firms thatcan provide this modeling service areinvited to submit documentation (anyliterature, brochures, and references)necessary to support that they possessthe required capabilities necessary tomeet or exceed the statedrequirements.There is a ten-page limitation for alldata submitted. Responses mustinclude the following: (1) name andaddress of firm; (2) size of business,including: average annual revenue forpast three years and number ofemployees; (3) ownership (includingCountry of Ownership), indicatingwhether: Large, Small, SmallDisadvantaged, 8(a), Women-Owned,HUBZone, Veteran- Owned and/orService-Disabled- Veteran-OwnedBusiness, and CentralContractor Registration (CCR)information; (4) number of years inbusiness; (5) two points of contact,including: name, title, phone, fax, ande-mail address; (6) DUNS Number; (7)affiliate information: parent corporation,joint venture partners, potentialteaming partners, prime contractor (ifpotential subcontractor) orsubcontractors (if potential prime); (8)product literature in PDF format thatidentifies the ability to meet therequirements listed above.NOTE: This notice is for planningpurposes only. Responses shall besubmitted to Donna Johnson via e-mailat donna.johnson@navy.mil by 2:00 PMEastern time on 30 October 2009. THIS SYNOPSIS IS FOR INFORMATIONAND PLANNING PURPOSES ONLY AND ISNOT TO BE CONSTRUED AS ACOMMITMENT BY THE GOVERNMENT.THIS IS NOT A SOLICITATIONANNOUNCEMENT FOR PROPOSALS ANDNO CONTRACT WILL BE AWARDEDFROM THIS ANNOUNCEMENT.
