The U.S. Army Corps of Engineers, Afghanistan District intends to issue a Request for Proposal (RFP) to award a Firm-Fixed Price, Indefinite Delivery Indefinite Quantity (IDIQ) Job Order Contract (JOC) to acquire real property repair, maintenance, and minor construction. The orders will primarily address general building renovation, and repair, structural and perimeter security additions and upgrades, road and pavement repair, and general environmental work. This work includes, but is not limited to, incidental new minor construction, excavation, UXO demining related to JOC construction activities, plumbing, demolition, electrical, structural, mechanical, concrete work, detailed site assessments, and environmental remedial work in the south regions of Afghanistan. Use of the JOC will provide the Government with a construction product delivery method that can accommodate quick and straight-forward projects, as well as some small but complex projects, and can help minimize related overhead expenditures, as well as handle compressed schedules.

Two (2) or more contracts will be awarded as a result of this solicitation. The resulting contracts shall be for three (3) years, one base year with two (2) one year options. The Government will evaluate and select for contract award two or more qualified Offeror(s), whose Proposal(s) are determined to be the best value to the Government, with consideration given to both the technical evaluation factors and price.

Each project task order awarded under this Job Order Contract is normally comprised of a number of pre-described and pre-packed tasks as described in each Task Order and the Unit Price Book. The geographic areas covered by this contract include the following AED South Geographic Regions and Afghanistan Provinces (not all inclusive): Badghis, Ghowr, Faryab, Heart, Nimruz, Helmand, Kandahar, Zabol, Uruzgan, Daikondi. Contract awards are anticipated for any work for US Forces, Coalition Forces, Corps of Engineers Afghanistan Engineering District facilities, and Afghan National Security Forces throughout Afghanistan. The total contract capacity of the MATOCs will be $90,000,000 over the life of the contracts.

The award for this procurement will be made in accordance with the applicable Federal Acquisition Regulations. The applicable NAICS code is 238990. The magnitude of this requirement is between $25,000,000.00 and $100,000,000.00.
