The Federal Bureau of Investigation intends to award a non-competitive, sole source purchase order to Orchid Cellmark, 1400 Donelson Pike, Suite A-15, Air Park Center III, Nashville, TN 37217 for a subscription for proficiency testing services for 2010. Proficiency testing shall be provided by Orchid Cellmark for Database Testing - Whole blood Standard and DNA Testing Only- Mixed Evidence. Proficiency testing is a requirement to maintain the FBI Laboratory's accreditation by the American Society of Crime Laboratory Directors, Laboratory Accreditation (ASCLD/LAB). Through this accreditation the Laboratory is currently bound by the ASCLD/LAB-International program and must comply with the standards outlined in the ASCLD/LAB-International 2006 Supplemental Requirements for the Accreditation of Forensic Testing Laboratories and the International Standard ISO/IEC 17025. ASCLD/LAB-International requires that proficiency tests must be purchased from vendors that have met ASCLD/LAB-International's strict criteria for the production of proficiency tests. Currently Orchid Cellmark is the only approved vendor capable of providing the type of DNA and serology testing required by the FBI. This Notice of Intent is not a request for competitive quotations, however interested parties may identify their interests and capability to respond to this requirement or submit quotes to this office by 2:00 PM, EST, Wednesday, October 28, 2009, via facsimile to the attention of Ms. Lynda M. Theisen, Contracting Officer, at (703) 632-8480. E-mail quotes will also be accepted at Lynda.Theisen@ic.fbi.gov. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. This contract will be awarded as a commercial item in accordance with Federal Acquisition Regulation, Parts 12 and 13. All contractors anticipating award, must be registered in the Central Contractor Registration (CCR) Database.
