ANNOUNCES AN OPEN TENDER concerning :
Purchase of foodstuffs and vegetable for the year 2010

Tender shall consist of 25 (twenty five) lots.
Lot-1. White bread baked from I sort wheat flour (weight of 1 bread- 250 gr.) for Baku, Sumgait, Gusar, Ganja, Gazakh, Tovuz, Shamkir, Goygol, Gadabay, Naftalan, Barda, Aghjabadi, Beylagan, Jalilabad, Kurdamir, Alat-Imishli, Dashkasan and Yevlakh regions.

Lot-3. Buckwheat I sort
Lot-4. Wholly pear-barley I sort
Lot-5. Pea (cleaned, glossed, wholly)
Lot-6. Lentil (green)
Lot-7. Bean
Lot-8. Macaroni products (vermicelli and macaroni should be in special 0.5kg packages)
Lot-9. Frozen I sort meat (for Baku, Masally, and Gusar regions)
Lot-10. Frozen fish (headless and cleared from the internal organs flat-fish and navaga)
Lot-11. Vegetable oil (sunflower, corn packed in special 1-2 kg packages)
Lot-12. Unsalted 82 % butter (packed in special 10-25 kg and 15 gr. packages)
Lot-13. Pasteurized natural cow milk (in 1 lt. packages with expiration date- 4-6 months)
Lot-14. Egg (local production)
Lot-15. Granulated sugar
Lot-16. Cooking salt (iodinated, in 1-2 kg packages)
Lot-17. Dried fruit (raisins)
Lot-18. Tomato paste (in 0.8-1 kg hermetic metal boxes)
Lot-19. Natural fruit juice (apple, peach, apricot, cherry, orange in 200 gr. packages)
Lot-20. Tea (in 0.5-1 kg packages)
Lot-21. I course food soup concentrates (main ingredient- lentil, rice, macaroni products and pea, in 3 kg packages)
Lot-22. Dried onion (in 10-30kg sacks or boxes)
Lot-23. Vegetables (potato, onion, garlic- for 6 months requirements for Baku, Ganja, Beylagan, Masalli and Gusar regions)
Lot-24. Vegetables (cabbage, carrot, beet- 6 months requirements for Baku, Ganja, Beylagan, Masalli and Gusar regions)
Lot-25. Washing fluid (in 1-5 kg special packages)

Tender participants must possess necessary technical and financial possibilities for fulfilling the contract
Those who wish may get the set of main terms must submit the tender documents for lots 1-10 till 12:00, November 9, 2009, for lots 11-25 till 12:00, November 10, 2009 every day (except Saturdays and Sundays) from 10:30 pm till 12:00 pm. Tender documents must submit bidder or his authorized (by notarial way)representative.

Tender participants are proposed to submit their tender proposals in a double-sealed envelope, authorized by signature and stamp according to the Law of Azerbaijan Republic “On Public Procurements”.
The collection of basic conditions is compiled in Azerbaijan language.
In assessing the tender proposals preference will be given to the following criteria: low price, high quality, the contract on time, the financial situation of the applicant, the experience in analogical field.
Tender participants must possess necessary technical and financial possibilities for fulfilling the contract.
The participation fee is not refundable in any cases.
All applicants must submit the following documents to participate at the tender:
- A written request to participate at the tender (name of the organization, location address, post index, telephone number, stamped and sealed with indication name and surname of director);
- Bank document on payment of fee to participate in the tender;
- Tender proposal (must be valid at least 30 banking days from the date of opening of the envelope);
- A bank guarantee in amount of 3% (guarantee proposals) of the tender proposal value (must be valid at least 60 banking days from the date of opening of the envelope);
- Information from the relevant tax authorities to pay taxes and other debts, and no overdue debts in the Republic of Azerbaijan;
- Bank certificate on bidder’s financial state for last 2 (two) years (Pro Forma N1, Pro Forma N2) ;
- Bank application on the financial state of the applicant for one (1) last year;
- A copy of applicant's financial report on the activities of one (1) last year confirmed by tax authorities;
- Official information about experience in analogical field and potential, technical and staff possibilities for fulfilling the works;
- Copy of the contract was signed for the preparation of products (non producers);
- Full name, juridical status, charter, country of registration and requisites.
Bidders must submit examples for the next products:
According to- lot 12 (15 gr. 82% butter) and lot-19 (natural fruit juice)- 2 sets for each lot consisting 7 pc;
Lot-8 (Macaroni products: vermicelli and macaroni should be in special 1 kg packages), lot- 11 (vegetable oil), lot- 13 (pasteurized natural cow milk), lot- 16 (iodinated cooking salt), lot-18 (tomato paste), lot-20 (tea), lot-21 (I course food soup concentrates) and lot-25 (washing detergent)- 2 sets for each lot consisting 3 pc; Lot-17 (raisins) and lot-22 (dried onion)- for each lot 2 sets, each of them consisting 1 kg in stamped packages and 1 copy of the document indicating quality criteria (certificate of origin, certificate of conformity, veterinarian certificate and quality list till 13:00, November 10, 2009 (according to notification) to the Central Food Stock (Bilajari settlement) of the Ministry of Defence. The examples must be produced in August, September, October and November.
Products produced earlier that mentioned dates will not been released for examination.
Bidder must prepare and submit the required documents in 1 copy (from lot 1 to lot-10) till 12:00 November 9, 2009, (from lot-11 to lot-25) till 12:00, November 10) , (original and copy), and tender proposal in 2 copies (original and copy), (from lot 1 to lot-10) till 12:00, November 24, 2009, (from lot-11 to lot-25) till 12:00, November 25, 2009 in sealed double envelopes to the contact persons at the first floor of the 9 floored building N4 of Tender Commission, located in front of the Post Control of the Ministry of Defence.
The envelopes submitted after the deadline will be returned unopened.
Proposal envelopes will be unsealed at 10:00, November 26, 2009 at the enterprises for the repairing of properties of the Ministry of Defence at the address: Baku city, Bilajari settlement, Tbilisi highway- 9).
