Tender participants are proposed to submit their tender proposals in a double-sealed envelope, authorized by signature and stamp
In assessing the tender proposals preference will be given to the following criteria: the most efficient proposal according to the current legislation, low price, high quality, and contract on time, the financial situation of the applicant, and the experience in analogical field.
Tender participants must possess necessary technical and financial possibilities for fulfilling the contract.

The participation fee is not refundable in any cases.

Applicants must submit the following documents to participate at the tender:
A written request to participate at the tender;
Bank document on payment of fee to participate at the tender;
Tender proposal (must be valid at least 30 banking days from the date of opening of the envelope);
A bank guarantee in amount of 2% (guarantee proposals) of the tender proposal value (must be valid at least 60 banking days from the date of opening of the envelope);
Information from the relevant tax authorities to pay taxes and other debts, and no overdue debts in the Republic of Azerbaijan;
A copy of applicant's financial reporting on the activities of one (1) last year confirmed by tax authorities;
Bank certificate on the financial state of the applicant for one (1) last year;
Full name, juridical status, charter, country of registration and requisites;
Official information about potential, technical and staff possibilities, experience in the analogical field.

4. Information on bidder’s being VAT payer or other simple tax payer.
5. If juridical documents indicating bank guarantee in amount of 10 % will not be submitted with the tender documents, payment for the hold tender procedure will not be carried out.

Bidder must submit certificate of origin of the goods, veterinary certificate, and document on quality.
Documents must be compiled in Azerbaijan language, in 2 copies (original and copy) (documents in foreign language must be translated into Azerbaijan language).
Bidders must submit above shown documents (with exception of tender proposal and bank guarantee) till 17:00, November 19, 2009, tender proposal and bank guarantee till 17:00, November 26 , 2009 in sealed double envelopes to the above mentioned address.
The envelopes submitted after the deadline will be returned unopened.
Proposal envelopes will be unsealed at the above-mentioned address at 12:00, November 27, 2009 at the Boarding school N3 at the address: Azizbayov district, Mardakan settlement, 84, Azizbayov, str .
Tender procedure will be hold according to the Law of Azerbaijan Republic “On State Procurement”.
Authorized representatives of the bidders can take part in the tender procedure.
