INTERNATIONAL COMPETITIVE BIDDING
for
Procurement of Vehicles
IFB No – MOPH/1081/ICB

1. This Invitation for Bids follows the General Procurement Notice for this Project that appeared in Development Business issue on August 21, 2008.

2. Ministry of Public Health of Islamic Republic of Afghanistan has received Grant from the International Development Association IDA, World Bank toward the cost of Strengthening Health Activities for the Rural Poor Project (SHARP) and it intends to apply part of the proceeds of this Grant to payments under the Contract for Procurement of Vehicles, IFB No. MOPH/1081/ICB.

3. The Afghan Reconstruction & Development Services (ARDS), acting on behalf of the Ministry of Public Health, now invites sealed bids from eligible and qualified bidders for Procurement of following vehicles:

Bidders may submit single combined bid security for amount equal to the sum total of bid security requirement for both the lots quoted for.
The bidders, at their option, may bid for one or more lots and to offer any discount for any combination of lots. Bids will be evaluated lot by lot. However, bidders must quote for the entire quantity of the lot to be treated as substantially responsive.
4.. Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits May 2004 and Revised October 2006, and is open to all bidders from Eligible Source Countries as defined in the Guidelines.
5. Interested eligible bidders may obtain further information from Afghanistan Reconstruction and Development Services (ARDS) (email ards.procurement@ards.org.af Program Manager : mk.das@ards.org.af ) and inspect the bidding documents at the address given below from 9:00 hrs to 16:00 hrs on any working day from Saturday to Thursday.

6 Qualifications requirements include:
(a) (a) Financial Capability
The Bidder shall furnish documentary evidence that it meets the following financial requirement(s):
The Bidder shall furnish documentary evidence of their financial standing. Alternatively they shall include a letter from a reputed bank indicating their financial status which will include their ability to perform the contract of magnitude equivalent to the quoted price.
(b) Experience and Technical Capacity
The bidder shall furnish documentary evidence to demonstrate that it meets the following experience requirement(s)
• bidder must provide evidence of having executed at least one contract for supply of same or similar type of vehicle within the period of last five years.
The list of supplied vehicles shall include:
-Name and address of Purchaser with email address/phone No
-Contract no and date.
-Vehicles ordered/supplied with their respective quantities.
-Scheduled delivery date and actual delivery date.
-Details of Complaint, if any, received from the purchaser about the performance of the vehicles.
• Spare part and after sale services must be available in purchaser county or confirm that the bidder will establish the above services within 30 days of notification of award. If the bidder does not have the above services, then the contract will be signed only after providing evidence of establishing the above services in Afghanistan. List of Spare parts and regular consumable parts should be enclosed.
(c) The Bidder shall furnish documentary evidence to demonstrate that the Goods it offers meet the following usage requirement:
• Manufacturer’s quality standard certificate.
• Confirm the quoted products meet the traffic regulation of Afghanistan.
7. A complete set of Bidding Documents in English may be obtained free of cost by interested bidders by downloading the same from the ARDS website www.ards.org.af. In case of any difficulty in downloading from website, interested bidders may contact at e-mail address ards.procurement@ards.org.af.
8. Bids must be delivered to the address below at or before 14:00 Hrs (local time) on December 06, 2009. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened immediately after the deadline of bid submission, at the same place of bid submission in the presence of the bidders’ representatives who choose to attend in person.
9. All bids must be accompanied by a Bid Security of the amount mentioned against each lot in para 2 above or an equivalent amount in a freely convertible currency valid up to April 03, 2010.
10. A margin of preference for certain goods manufactured domestically shall be applied. Additional details are provided in the Bidding Documents.
