SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION

II.1.5) Short description of the contract or purchase(s): 1. Background
The Welsh Assembly Government has a commitment to "vigorously pursue a
programme of bovine tuberculosis (TB) eradication" in Wales. The
eradication programme is considering all aspects of bovine TB policy,
including cattle surveillance and controls, husbandry practices,
biosecurity and wildlife measures.
On 8.4.2008, Elin Jones, the Minister for Rural Affairs announced a
comprehensive plan of action to eradicate bovine TB in Wales. On
24.3.2009, the Minister announced her intention to establish an Intensive
Action Pilot Area (IAPA) in north Pembrokeshire where there would be
enhanced cattle surveillance and control measures alongside a
non-selective cull of badgers. A consultation exercise on the proposed
Tuberculosis Eradication (Wales) Order 2009 under the Animal Health Act
1981 began on 24.4.2009 and ended on 30.7.2009. The Order is concerned
with providing the Welsh Assembly Government with the authority to destroy
or vaccinate badgers and, if required, the necessary powers of entry to do
so. The order is likely to be scrutinised by the National Assembly for
Wales and if agreed, would come into force by the beginning of November
2009.
Preparatory action, including the procurement of services and goods to
deliver the project on behalf of the Welsh Assembly Government, is being
initiated in advance of this date.
2. Aim
The Welsh Assembly Government is seeking to deliver a non-selective badger
cull in north Pembrokeshire, with the aim of eradicating bovine TB in the
area. The cull will be delivered using established techniques and
protocols to ensure that activities are co-ordinated, effective and
delivered to prescribed expectations.
3. Objectives:
The objective is to deliver an effective and efficient badger culling
operation within a predefined area in north Pembrokeshire. To meet this
objective the supply of handling and trapping equipment will be required.
Consortium bids from a group of individuals or companies are welcomed.
The contract will be awarded and final instruction to proceed will be
issued only after the Tuberculosis Eradication (Wales) Order 2009 is in
force.
4. Technical Requirements:
4.1. Security Vetting All members of staff that work on any part of the
IAPA project will be required to undergo security vetting by the Welsh
Assembly Government. The vetting will be appropriate to the relevant level
of security clearance required for each aspect of the work, and will need
to be successfully completed prior to involvement in the delivery of any
activities associated with the IAPA;
4.2. Equipment:
The method of restraint used in the IAPA will be cage trapping. Badgers
will be transferred from the trap into a separate holding cage for
shooting.
The primary requirement is the supply of traps and handling cages for the
trapping within the IAPA. This tender application is for the supply of
both items as a single lot.
It is essential for traps and cages to have the functionality allowing
them to be able to effectively interlock thereby providing a secure
mechanism and method to handle live and dispatched badgers, in accordance
with legal and health and safety requirements.
The welfare of trapped animals is paramount and the design and quality of
trap fabrication should be sufficient to minimise the risk of injury and
stress to the animal whilst restrained.
Operation of the traps and cages should be simple and easy. The materials
used in the construction must be durable given the adverse conditions in
which they will be used.
4.2.1 Specification for Trapping Cage:
— Full design of the trapping cage will be issued as part of the full
tender package,
— The size of the mesh used for the trapping cage has important
implications on welfare and must be 10 gauge (2.5cm x 2.5cm),
— The cage dimensions are to be 86cm x 36cm x 36cm,
— The metal should be galvanised and any sharp edges removed,
— The design should be sufficient to allow for easy handling by one
person;
4.2.2 Specification for Handling Cage
The design for this is not prescribed, however it should at least adhere
to the following criteria:
— The size of the mesh used for the trapping cage has important
implications on welfare and must be 10 gauge (2.5cm x 2.5cm),
— The metal should be galvanised and any sharp edges removed,
— They must be constructed in a way which allows for an easy and secure
method of interlocking to the trapping cage, to aid transferral of the
live animal,
— The cage must include a specially located shooting hole on its top side
(the precise location will be prescribed on award of contract),
— The cage should restrict movement of the badger sufficiently to allow
for clean despatch (by shooting) and easy removal of the carcass to a
secure bag,
— The cage design should allow for easy cleansing and disinfection.
Consideration should be given to incorporating a removable base, which
could include an absorbent disinfected mat (for safe removal of body
fluids),
— The design should be sufficient to allow for easy handling by one
person;
5. Delivery Requirements:
It is anticipated that, 3 000 traps will be required for the trapping
exercise although this may be increased to 6 000 as the TB Eradication
Programme develops. 50 handling cages will be required for despatching
trapped animals with a possible increase to 100 in the future.
It is expected that 1,000 of the traps will be provided within 3 months of
the contract being awarded followed by a further 1 000 traps within 6
months of the award of contract. The full 100 % of the traps will have
been provided within 9 months of the award of contract. The additional
traps and repairs may be required after completion of the original 3 000
traps, this will be agreed with the IAPA contract manager and the supplier
and any additional equipment will need to be completed within 2 years of
the contract award.
It is expected that 30 handling cages will be provided within 3 months of
the contract being awarded. The full 100 % of the handling cages will have
been provided within 6 months of the award of contract. The additional
handling cages and repairs may be required after completion of the
original 50 handling cages, this will be agreed with the IAPA contract
manager and the supplier and any additional equipment will need to be
completed within 2 yrs of the contract award.
The traps and handling cages will need to be transported to a
predetermined location.
