SECTION II: OBJECT OF THE CONCESSION
II.1) DESCRIPTION OF THE CONCESSION
II.1.1) Title attributed to the contract by the contracting authority:
Ravenswood Phase UVW development.
II.1.2) Type of contract and location of works: Realisation, by whatever
means of work, corresponding to the requirements specified by the
contracting authorities
NUTS code: UKH14.
Main site or location of works: Ipswich.
II.1.3) Short description of the contract: The Authority intends to sell
the site to the successful tenderer who will be required to develop the
site in accordance with the Authority's requirements to provide up to 77
dwellings including a minimum of 43 affordable homes for rent and to
provide ongoing management of the affordable housing.
II.1.4) Common procurement vocabulary (CPV): 45211000, 70210000.
II.2) QUANTITY OR SCOPE OF THE CONTRACT
II.2.1) Total quantity or scope: The site comprises an area of
approximately 2,22 hectares and has outline planning permission for 77
dwellings including a minimum of 43 affordable homes for rent.
SECTION III: LEGAL, ECONOMIC, FINANCIAL AND TECHNICAL INFORMATION
III.1) CONDITIONS FOR PARTICIPATION
III.1.1) Personal situation of economic operators, including requirements
relating to enrolment on professional or trade registers: Information and
formalities necessary for evaluating if requirements are met: The economic
operators (or grouping of economic operators) must be able to demonstrate
a commitment to housing management and engagement with the local
community.
III.1.2) Economic and financial capacity: Information and formalities
necessary for evaluating if requirements are met: The economic operators
(or grouping of economic operators) must have the financial capability and
available funding necessary to carry out and complete the development of
the site by 31.12.2013.
III.1.3) Technical capacity: Information and formalities necessary for
evaluating if requirements are met: Please see the Authority's outline of
requirements.
SECTION IV: PROCEDURE
IV.1) AWARD CRITERIA: The Authority intends to select either three or
four economic operators (or groupings of economic operators) to be invited
to tender applying the following selection criteria:
1. Adequate financial capacity and the availability of the necessary
funding to undertake and complete the development of the site by
31.12.2013,
2. Experience and technical capacity to carry out the development in
accordance with the Authority's requirements to a high standard, and
commitment to continue the successful development of Ravenswood,
3. Evidence of ability and commitment to provide ongoing local housing
management in respect of the affordable housing and engagement with the
local community.
The award criteria will be set out in the invitation to tender which will
be sent to those economic operators who are selected to be invited to
tender.

SECTION VI: COMPLEMENTARY INFORMATION
VI.1) CONTRACT RELATED TO A PROJECT AND/OR PROGRAMME FINANCED BY FUNDS:
Yes.
Reference to project(s) and/or programme(s): The Authority has included
the sum of GBP 996 450 in its capital programme as its contribution
towards the provision of the affordable housing at Ravenswood Phase UVW.
The successful tenderer will need to secure any additional funding
required from the Homes and Communities Agency itself.
VI.2) ADDITIONAL INFORMATION: Economic operators (or groupings of
economic operators) who wish to express an interest in being invited to
tender should request or download the outline of requirements from the
Authority (available at http://www.ipswich.gov.uk/site/scripts/
documents_info.php?categoryID=100007&documentID=702 ) and submit an
application in writing (accompanied by the documents and other evidence
described in the outline of requirements) to the Authority by 16:00 hours
on 1.12.2009.
The Authority expects to send invitations to tender to the selected
economic operators by the end of December 2009 and to request their
detailed proposals by 16.3.2010.
