The Environmental Protection Agency (EPA) Region 3 intends to enter into sole source negotiations with PerkinElmer LAS, Inc. of Shelton, CT to obtain preventive and remedial maintenance service and support for the following PerkinElmer equipment: 
OPTIMA 4300DV ICP plus accessories consisting of: one (1) OPTIMA 4300; one (1) ICP Winlab32, ver2.2 Software; one (1) AS93plus Autosampler ; and one (1) PolyScience Chiller.
PE ELAN 6100 ICP-MS plus accessories consisting of: one (1) ELAN 6100; one (1) ELAN 6100, ver 3.3 Software; one (1) AS91 Flame Autosampler; and one (1) Peristaltic Pump Assembly.
OPTIMA 3300DV ICP plus accessories consisting of: one (1) OPTIMA 3300; one (1) ICP Winlab32, ver2.2 Software; one (1) AS91 Autosampler; and one (1) Peristaltic Pump Assembly.
PE SIMAA 6000 AA plus accessories consisting of: one (1) SIMAA 6000; one (1) AAWinlab ver2.5 Software; one (1) AS72 Autosampler; and one (1) Furnace Cooling System.
PE ELAN DRC II ICP-MS plus accessories consisting of: one (1) ELAN DRC II (assay # 1012393 rev N); one (1) ELAN software, ver/build 3.4.57.1002; and one (1) AS93plus Autosampler.
PE HPLC Series 200 consisting of: one (1) Chromera software, ver/build 1.2.254.0; one (1) Pump; one (1) UV/Vis detector; one (1) Column Oven; one (1) Auto-Sampler; and one (1) Degasser.

The anticipated contract will have a one-year base period with three (3), one-year option periods.  This sole source commercial acquisition will be performed in accordance with the Federal Acquisition Regulation (FAR) Part 12 and FAR Subpart 13.5 Test Program for Certain Commercial Items.  Market research has found that there is only one responsible source and no other supplies or services will satisfy agency requirements. 

This is a notification of an anticipated contract action.  This is not a synopsis of a forthcoming solicitation; no solicitation will be available.  Firms that believe they can provide the services described above are encouraged to identify themselves by emailing Ryan Parker at parker.ryan@epa.gov within fifteen (15) calendar days from the publication date of this notification.  Interested firms must provide clear and concise evidence that they have the ability to provide the required services. The Government will review the information and determine if the firm is able to provide the required services.  The Government will not pay for any information received in response to this notification.  The Government will not reimburse an interested firm for effort required to respond to this notification.  Verbal or telephonic responses to this notification will not be considered.  The Government will enter into sole source negotiations with PerkinElmer LAS, Inc. if no other viable sources have responded as described in this notification before November 2, 2009.
