SECTION II: OBJECT OF THE CONTRACT

II.1.5) Short description of the contract or purchase(s): The Scottish
Prison Service (SPS) is an Agency of the Scottish Government Justice
Department and currently operates 13 Prisons from 15 sites across
Scotland. In addition to the prison establishments, the SPS also operates
a college, a central store and an administrative headquarters building.
SPS Sites range from Inverness & Peterhead in the north to Dumfries in the

The intention of this invitation to tender is to award Contract(s) for a 2
year term with extension options. Potentially, the project could be split
into two lots:
1) milk products;
2) dairy products.
This will enable the supply and provision of a range of miscellaneous milk
and dairy Goods to any SPS Sites which require such Goods. The SPS would
expect the supplier to assess and offer a viable range of value for money
Goods which meet the minimum performance specification outlined in this
Schedule B and Annex 1. Historic SPS expenditure on milk and dairy has
been approximately 960 000 GBP per annum (approx 62 % on milk Goods and 38
% on dairy Goods). The SPS will not guarantee annual volumes for
individual Goods throughout its sites. Similarly there will be no
guarantee of minimum order quantities or values.
The SPS is committed to improving its sustainability performance and
thereby minimising the effect of its operations on the environment. This
commitment is reflected in the SPS Sustainability Policy

to support the SPS sustainability policy by, for example, through
minimising and reducing packaging and other waste.

Contract(s) resulting from this ITT will commence in February 2010 for a
period of 2 years with the option to extend for up to a further 2 years (2
+ 1 + 1).
