Assignment Overview

Assignment Title: Evaluating the Effectiveness of Public Spending in the Forestry Sector: Lessons from global good practices

Assignment Country: World

Assignment Description

This assignment is meant to build a body of global good practices as it relates to the preparation of work on public spending in the forestry sector.  The assignment will involve (i) carrying out a stock-taking of public expenditure analysis efforts in forestry and efforts to establish the effectiveness and efficiency of public spending in the forestry sector, (ii) examining public expenditure analysis work from other sectors and building up a compendium of global good practice examples which could be used in the forestry sector, (iii) drawing upon this knowledge to prepare a guidance note, including a set of principles articulating a best practice approach to public expenditure analysis (including assessments of expenditure efficiency and effectiveness) for the forest sector.

Funding Source:

This work will be financed by the multidonor trust funded partnership Program on Forests (PROFOR).

Eligibility:
There are no eligibility restrictions.

Individual/Firm Profile:

The consultant will be an individual, a firm, an academic or research institution, or a consortium.  The consultant must have demonstrated experience in carrying out public expenditure reviews, and familiarity with assessments of expenditure effectiveness, and should have the capacity to mobilize expertise in the area of forestry.

Submission Requirements:
The World Bank now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.).
Consultants may associate to enhance their qualifications.

Interested consultants are hereby invited to submit expressions of interest.

Expressions of Interest should be submitted, in English, electronically through World Bank Group eConsultant http://www.worldbank.org/wbgeconsultant.

Notes:
Consultants will be selected in accordance with the procedures set out in the current edition of the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers.

Selection and contracting will normally be made from responses to this notification. The consultant will be selected from a shortlist, subject to availability of funding.
