II.1.4) Short description of the contract or purchase(s): Jewellery and
related articles. Summary of Requirement.
The awarding authority, Service Personnel and Veterans Agency (SPVA), has
a potential requirement under an enabling contract, for the provision and
engraving of a non-gender specific product to recognise those who died on
operations, known as the Elizabeth Cross. The product is to be an emblem
to jewellery standard, in Hallmark silver and engraved to be worn by
either male or female on formal occasions such as Remembrance Day. This
recognition will also extend to a miniature emblem of the same design,
both to be presented in a single presentation box.
The emblem is a cross with a laurel wreath passing between the arms. The
arms of the cross bear the national floral symbols one on each reading
clockwise from the top England, Scotland, Ireland and Wales. The national
symbols used are Rose, Thistle, Shamrock, and Daffodil. The centre of the
cross bears the crowned cipher of Her Majesty The Queen. The reverse of
the cross is flat with the hallmark on the lower arm and will be engraved
with the Service Number, First Name, Additional Initials, Surname, Post
Nominals, Unit and date of death of the individual that the emblem
commemorates. The emblem will also have a nickel pin for fastening.
It is estimated that the quantities under this contract will be up to 1
000 per month for the first 8 months reducing to approximately 50 per year
thereafter.
The period of this enabling contract will be 3 years with the option for
the Authority to extend the contract for 1 year in either an annual or
monthly increments.
Although this requirement is currently for SPVA only, there may be the
potential to add similar requirements to this enabling contract as it will
be available to all units and establishments of the Ministry of Defence
and any other UK government department or contracting authority.
Additional Information.
Expressions of Interest to be received no later than 16.7.2009 and should
contain the following pre-qualification information:
1. A statement of the company’s history including current organisational
details, management hierarchy and number of staff; details of
Sub-contractors; turnover for the last three financial years and copies of
the audited summaries of the company’s accounts for the last three years
or equivalent financial information, suitably endorsed;
2. Details of the company’s areas of expertise and work previously carried
out.
Expressions of Interest not including the above information will be
excluded from the competition. The Authority may carry out a
pre-qualification exercise using the information supplied with the
Expressions of Interest. The Authority anticipates inviting between 3 and
6 companies to Tender for the requirement.
If invited to Tender, the Authority will issue an example of the required
product for information and companies will be required to submit a sample
for evaluation.
