This contract action was accomplished using other than competitive procedures because there is only one responsible source due to a unique capability provided, and no other supplies or services will satisfy agency requirements (FAR 6.302-1). See posted J&A for further information.

This is an Indefinite Delivery Indefinite Quantity (IDIQ) contract with a total value of up to $5,000,000 and a performance period of up to 5 years. This IDIQ contract consists of three major inter-related services under the Missouri River Recovery Program: Fort Peck Flow Modification Biological Data Collection; Pallid Sturgeon Propagation and Population Augmentation; and, Pallid Sturgeon Population Assessment. Federal and State level endangered species permits are required to perform these services which are necessary to comply with the U.S. Fish and Wildlife Service 2000 Biological Opinion and 2003 Amendment to the Biological Opinion on the Operation of the Missouri River Main Stem Reservoir System; Operation and Maintenance of the Missouri River Bank Stabilization and Navigation Project; and, Operation of the Kansas River Reservoir System.
