Please be advised that the deadline has been changed fromNovember 29, 2009 to November 16, 2009. November 29, 2009 coincides with Eid/Public Holidays in Yemen. 1. The Republic of Yemen has received a credit from the International Development Association toward the cost of Groundwater and Soil Conservation Project, and it intends to apply part of the proceeds of this credit to payments under the Contract for procurement of Equipment for Mobile Soil Testing for ILRS No.EGS/2009-91 2. The Ministry of Agriculture and irrigation, represented by the ProjectCoordination Unit of the Groundwater and Soil Conservation Project now invites sealed bids from eligible and qualified bidders for procurement of Equipment for Mobile Soil Testing Laboratory . 3. Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the WorldBank's Guidelines: Procurement under IBRD Loans and IDA Credits, and is open to allbidders from Eligible Source Countries as defined in the Guidelines. 4. Interested eligible bidders may obtain further information from the ProjectCoordination Unit Director and inspect the Bidding Documents at the address given below from 09.00 a.m. to 2.30 p.m. during working days. 5. Qualifications requirements include: technical, financial and legal. A margin of preference ofcertain goods manufactured domestically shall not be applied. Additional details are provided in the BiddingDocuments. 6. A complete set of Bidding Documents in English may be purchased byinterested bidders on the submission of a written Application to the address below andupon payment of a non refundable fee of YER 20,000 or its equivalent in exchangeable international currency USD 100.The Bidding Documents will be sent to overseas by courier upon payment of extra chargesof USD 50. The method of payment will be in cashierscheck. 7. Bidders must fill all documents including inter-alia the Price Schedule, sign and seal whereappropriate. 8. All Suppliers (Foreign and Local) shall be entirely responsible for all taxes, duties and other related levies(with the exemption of customs duties ) imposed in the Republic of Yemen until delivery of the contracted goods to the Final Destination 9. The following must be accompanied with bid: (a) Valid Tax Card (foreign bidders not conducting any business in Yemen have to submit VAT registrationdocuments in their countries). (b) Insurance Card (insurance card is required for companies having business in Yemen and eligible forbenefits of the General Social Security Corporation in Yemen). (c) Registration certificate for general taxation on sales. 10. Bids must be delivered to the address below at or before 11.00 hrs on 16November, 2009. Electronic bidding or Scan will not be permitted. Late bids will be rejected. Bids will be opened in the presence of the bidders' representatives who choose to attend in person or on-line at theaddress below at 11.00 hrs. on 16 November, 2009 . All bids must beaccompanied by a Bid Security of not less than two(2) percent of bid price valid for 120 days from date of bid opening. 11.
