REQUESTS FOR EXPRESSIONS OF INTEREST


The Governments of Dominica, Grenada and St. Lucia have each received individual credits in the amount of 1.5 Million SDRs, equivalent to US$ 2.4 Million, from the International Development Association (IDA) for the financing of the OECS Electronic Government for Regional Integration Project (EGRIP) and intend to apply part of the proceeds for consultancy services to Audit the Project.

The Regional E-Government Unit (REGU) of the OECS Secretariat now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications.

The key objectives of the audit are to:

• Issue an opinion as to whether the Project financial statements present fairly, in all material respects, the financial position of the project, the funds received and the disbursements made during the period audited, as well as the cumulative investments at the end of the period, in accordance with International Accounting Standards and the requirements of the respective agreements with the Bank and other co-financing organizations.

• Issue an opinion as to whether: (a) the expenditures reported are eligible for financing; and (b) credit funds have been used only for Project purposes.

• Issue a report with respect to the adequacy of the internal control structure of the implementing institution in regard to the project.

• Issue a report with respect to the project’s compliance with the Terms of the Credit Agreements and Project Agreement.

Expressions of Interest must be delivered to the address below by 12:00 noon (1200 hours) on December 3, 2009:
