ANNOUNCEMENT REGARDING SUBMISSION OF CONSULTING SERVICE EXECUTION PLAN AND PRE-QUALIFICATION DOCUMENTS

In regard to detailed engineering design work for the road(Ilyeong~Seokhyeun) expansion and pavement
construction project to be implemented, the Gyeonggi Province Road Constuction Office, based on relevant
rules and regulations of Article 21, Clause I of the Act on Construction Technology Management,
Articles 37 and 38 of its Enforcement Ordinance, and Article 13 of its Enforcement Regulations,
announces the following guidelines for documents and materials to be submitted for evaluation purposes
pertaining to the business implementation capability of the applying companies for the process of selecting
a company for project implementation

Detail design service L=1.6 km
a. Improvement of Ilyeong intersection : L=500m
b. Tomb of General Kwon youl site passing road improvement : L=500m, Bridge 1place/25m
c. Dolgogae intersection improvement : L=600m, Bridge 1place/20m

4)Project period : 8 months from starting date347

3. Qualifications for participants in contract bidding

a. A firm licensed by the Ministry of Science and Technology as an engineering entity
(roads and airports, soil analysis, civil engineering and construction, transportation)
according to Article 4 of the promotion of Engineering Technology Act, and licensed for
general land survey under Article 39 of the Land survey Act.

b. Business registered With the Ministry of Environment as qualified to conduct the Environmental
Impact Evaluation
c. Business(es) registered With the Ministry of Construction Transportation as qualified to conduct
the Transportation Impact Evaluation.

4. Registration for Bidding Participation & Submission of Pre-qualification Documents Demonstrating Eligibility

1) Delivery and registration of participation guidance : October 21. 2009 (only 1 day)
Guidance of pre-qualification documents could be downroad at National Procurement Website: http://www.g2b.go.kr
2) Preparation and submission of pre-qualification : November 4, 2009 (09:00~18:00)
3) Place of registration of bidding participation and submission of pre-qualification
documents : Road construction office of Gyeonggi province (Road facilities team)
4) Documents to be submitted with pre-qualification documents:
- One copy of Certificate of Corporate Registration
- One copy of Business Registration
- One copy of Registration Certificate for Specialization in Construction Supervision
- Certificate of Corporate Seal
- Certificate of Corporate Seal Use
- Letter of attorney in case of representative registration and Certificate of Employment
- Full documents above of each companies and one copy of witten agreement if jointed.
5) Scheduled bidding time : November 2009.

5. Documents for Submission
a. Project implementation capability form: 2 copies (self rating reports and
evidence documents 2 sets, a CD and printout 1 set)
b. An application form for service participation: 1 copy

6. Additional
a. Application to participate in the bidding and submission of bidding documents should
be done by the representative director of the company or by a proxy authorized by the
representative director. However, the proxy should prepare documents proving that
he/she was duly authorized by the representative director of the company and submit a Power of Attorney.
b. The pre-qualification documents should be prepared in compliance with offered instructions and guidelines.
If any falsehood is detected in the submittal the company shall be restricted from participation in bidding
and cancellation of contract and cancellation of successful bid. and submitted documents will not be returned.
c. Submitted pre-qualification documents graded by evaluation criteria, and select over 95point gained companies.
d. If jointed, evaluated each portion.
e. All administration matters and documents are estimated from public announcing day.
f. The specialized field is roads and airports that matched with this project's similar service.
g. Registration for participation documents must written by hangul(Korean)
h. On the basis of Deliberation Criteria for Engineering Services Ordered by a Local Autonomy
(Ministry of Public ministration and Security, Established rule No.251), In the case of voluntary
joint with local company will be applied to the additional evaluation scoring.
