II.3) SHORT DESCRIPTION OF NATURE AND QUANTITY OR VALUE OF SUPPLIES OR
SERVICES: Market exploration – Distribution Management System.
Eandis is a Belgian Distribution System Operator (DSO) serving about 2 450
000 electricity customers and 1 450 000 natural gas customers in the
Flanders area. The electricity distribution grid comprises voltage levels
up to 15 kV, with about 200 transformer stations as connection with the
transmission system. Eandis has the intention to implement a new
Distribution Management System (DMS). Besides intelligent visualization of
the present switching state of the grid in orthogonal as well as
geographic schemes, and the analysis of planned and unplanned switching
actions, also the interaction with other DMS blocks is of high interest,
e.g:
— interconnection with or the need for upgrades of the present SCADA
system and GIS databases,
— outage management,
— interface with Work Force Management / Mobile system,
— dynamic line rating & link with condition based maintenance,
— distribution training simulator,
— archiving of historic data and reporting, e.g.of outages,
— real-time load flow analysis of possible switching actions,
— management of dispersed generation, i.e. control capability in emergency
situations, as well as future smart dispatch options,
— demand side management actions.

Also the implementation of a gas grid DMS is pursued. Eandis wants to
discuss the feasibility of these concepts with manufacturers before
finalizing its RFP to start the implementation of a DMS in 2010.
Interested candidates for supplying these tools are requested to send a
letter, or preferably an e-mail, to our address to confirm their interest
in the project. It is Eandis’ goal to have a modular system in which
compliance with present systems and extensions with future modules,
possibly of different manufacturers, according to common international
communication standards (e.g. CIM), is guaranteed.
