SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION
II.1.1) Title attributed to the contract by the contracting authority:
Design and replace roof on existing Health Sciences Building in UL.
II.1.2) Type of contract and location of works, place of delivery or of
performance: Works.
Design and execution.
Main site or location of works: Ireland.

II.1.3) The notice involves: A public contract.
II.1.5) Short description of the contract or purchase(s): Removal of
existing self supported standing seam zinc roof covering together with
associated sub materials of the roofing system, roof windows, rooflights,
fall arrest systems, lightening protection and all other connected
elements necessary to carry out the foregoing. Design and build a complete
replacement fully supported standing seam zinc and membrane roof covering,
including full reinstatement, in new materials of all existing roof
windows, rooflights, fall arrest systems, lightening protection and other
connected systems. It is currently anticipated that the work will commence
in April '2010 and it will be completed in phases to ensure minimum
disruption.

months: 7 (from the award of the contract).
SECTION III: LEGAL, ECONOMIC, FINANCIAL AND TECHNICAL INFORMATION
III.1) CONDITIONS RELATING TO THE CONTRACT
III.1.2) Main financing conditions and payment arrangements and/or
reference to the relevant provisions regulating them: In accordance with
the conditions of contract to be entered into with the successful
tenderer.
III.1.3) Legal form to be taken by the group of economic operators to
whom the contract is to be awarded: Candidates are not required to assume
a particular legal form at this stage of the competition. Requests for
qualification may be submitted by single entities or by groups. A group
will not be required to convert into a specific legal form in order to
submit a request for qualification, but may be required to do so in
advance of being awarded the contract. The contracting authority also
reserves the right to contract with each member of the group on the basis
of joint and several liability.

III.2) CONDITIONS FOR PARTICIPATION
III.2.1) Personal situation of economic operators, including requirements
relating to enrolment on professional or trade registers: Information and
formalities necessary for evaluating if requirements are met: In
accordance with Article 45 of Directive 2004/18/EC as implemented by the
European Communities ( Award of Public Authorities' Contracts) Regulations
2006 (SI 329 of 2006).
III.2.2) Economic and financial capacity: Information and formalities
necessary for evaluating if requirements are met: See pre-qualification
questionnaire.
Minimum level(s) of standards possibly required: Each Candidate must be
able to demonstrate a minimum average turnover equal to or exceeding 20
000 000 EUR (twenty million euro) (excl. VAT) for the 3 previous financial
years. If the Candidate is a consortium, the combined total turnover for
all members of a consortium must equal or exceed 20 000 000 EUR (twenty
million euro) (excl. VAT) on average for the 3 previous financial years,
in which case the lead member of the consortium must also be able to
demonstrate a minimum average turnover equal to or exceeding 15 000 000
EUR (fifteen million euro) (excl. VAT) for the 3 previous financial years.
The minimum insurance requirements for the contract are as follows:
(i) professional indemnity insurance: 5 000 000 EUR (five million euro);
(ii) employer's liability insurance: 13 000 000 EUR (thirteen million
euro); and
(iii) public liability insurance: 6 500 000 EUR (six and a half million
euro).
For the avoidance of doubt, Candidates should note that there is no
requirement to have the minimum insurance levels actually in place at the
tendering stage of the competition.
