SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION
II.1.1) Title attributed to the contract by the contracting authority:
Regeneration Whitley Bay Seafront including former Spanish City Amusement
Park and iconic Dome Site.
II.1.2) Type of contract and location of works, place of delivery or of
performance: Services.

II.1.3) The notice involves: A public contract.
II.1.5) Short description of the contract or purchase(s): The contracting
authority ("the Council") has assembled land and buildings and developed a
strategic framework for the regeneration of Whitley Bay seafront, centred
around the former Spanish City Amusement Park and iconic Dome site within
the Borough of North Tyneside and is now undertaking delivery on a number
of key projects.
Within the overall strategic framework the Council has identified a major
private sector development opportunity, to create a mix of uses that will
enliven the seafront area, contribute towards making Whitley Bay a
destination that people will want to visit and contribute towards the
successful economic regeneration of both the seafront and the adjacent
town centre by increasing footfall. One key project being delivered by the
Council will be the implementation of a new reconfigured highway, subject
to all usual procedures and obtaining all necessary approvals and
consents. This will potentially include closing off a large section of the
road between The Links and Park Avenue which will then be included within
the development site and could provide a pedestrian link, enhanced with an
art/water feature, from the seafront to the Spanish City site. The Council
is looking for a developer or consortia who will deliver a high impact
development scheme in accordance with development guidlines set out in a
separate brief, that creates a high quality, sustainable development which
enhances the amenity and attractiveness of the coastline and the nearby
Whitley Bay Town Centre.

III.1) CONDITIONS RELATING TO THE CONTRACT
III.1.1) Deposits and guarantees required: The Contracting Authority
reserves the right to require deposits, guarantees, bonds or other forms
of appropriate security.
III.1.2) Main financing conditions and payment arrangements and/or
reference to the relevant provisions regulating them: Any arrangement will
be priced in sterling, and all payments made will be in sterling.
III.1.3) Legal form to be taken by the group of economic operators to
whom the contract is to be awarded: If a contract is awarded to a
consortium, applicants will be required to either nominate a lead
consortium member with whom the Contracting Authority can enter into the
contract, or form themselves into a single legal entity before the
contract is awarded.

Under this project the successful bidder will be required to actively
participate in the achievement of community wellbeing and positive
outcomes. The successful bidder will also be required to actively
participate in the achievement of social and economic growth and
environmental and sustainable policy objectives which promote the Borough
of North Tyneside (and any adjacent areas).

It is envisaged that any successful bidder/consortium is to progress the
scheme under one or more development agreement(s) on terms to be finalised
in the dialogue process. The Contracting Authority prefers to dispose of
land interest under a long lease arrangement but is prepared to discuss
disposal of freehold or otherwise if appropriate.
All expressions of interest must be by way of completion and return of the
pre-qualification questionnaire by the date and time specified.
No previous application or expression of interest will be taken as an
application for the purpose of this contract notice.
