II.1.4) Short description of the contract or purchase(s): The Council is
seeking to bring together an experienced and appropriately qualified
professional design team for the development of new municipal offices
providing a gross floor area of between approximately 25 000 m² and 32 000
m² through the appointment on an individual basis of the following
principal consultants: Architect (Lead Design Consultant), Quantity
Surveyor, Structural Engineer, Mechanical and Electrical Engineer, CDM
Co-ordinator. This OJEU Notice relates to the requirement for an
architectural service. Architectural services are intended, subject to any
required change, to include provision of RIBA Work Stages A - E, G, H and
possibly F, J - L as lead consultant in accordance with RIBA arrangements
2007 for the appointment of an architect. Whilst it is envisaged that the
procurement of the project will be way of a single or 2 stage Design and
Build arrangement, a final decision has not been made and the council
reserves the right to alter the building procurement strategy. Separate
OJEU notices will be issued for the other 4 disciplines listed above
(although not necessarily on the same day). When evaluating final bids the
Council may consider proposals from the same Applicant for 2 or more of
the above disciplines and reserves the right to take into account the
economic advantages (where indicated) of awarding 2 or more of the
principal design disciplines to the same Applicant when evaluating the
responses to Invitation to Tenders. Applicants wishing to bid for more
than 1 discipline should respond to each OJEU notice by completing a PQQ
for each discipline. The PQQ can be accessed from
