1. The Government of the United Republic of Tanzania is implementing the Business Environment Strengthening for Tanzania (BEST) Programme. The BEST Programme is designed to improve the investment climate in Tanzania by reducing the regulatory and administrative constraints on private sector operations and by improving the delivery of Government services to the private sector. The Programme is funded by the World Bank under the Private Sector Competitiveness Project Credit No. 4136-TA Project ID No. P085009. The Government now intends to apply part of the joint proceeds for the provision of Digitization Services (including Supply of Equipment: Archiving & Retrieval Software, High-Speed Scanner, Server Computers, Back-up devices and UPS) for Companies and Business Names Registry Records, Contract No. BRELA/G/25
2. BUSINESS REGISTRATIONS AND LICENSING AGENCY now invites sealed bids from eligible bidders for carrying out the assignment for Digitization of Companies and Business Names Registry Records, including the supply of Archiving & Retrieval Software, High Speed Scanner, Server Computers, Back-up Media and UPS.
3. Bidding will be conducted through the International Competitive Bidding procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, May 2004, revised 1st October 2006 and is open to all bidders from eligible source countries as defined in the Guidelines.
4. Interested eligible bidders may obtain further information from the Secretary of BUSINESS REGISTRATIONS AND LICENSING AGENCY Tender Board and inspect the bidding documents at the address given below from 9.00 to 15.30 hours East African Standard Time, working days (Monday to Friday) excluding Public Holidays.
5. A complete set of bidding documents in English may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a non-refundable fee Tanzanian Shillings Fifty Thousand (TZS 50,000) or its equivalent in freely convertible currencies. The method of payment will be either by Cash, Banker’s Draft or Banker’s Cheque, payable to The Chief Executive Officer, Business Registrations and Licensing Agency, P.O. Box 9393, Dar es Salaam, Tanzania.
6. Bids shall be valid for a period of Ninety (90) days after Bid closing and must be accompanied by bid security of not less than two percent (2%) of the bid price. Bids must be delivered to the address given below on or before 1st December, 2009, at 15.30 East African Standard Time. Electronic Bidding will not be permitted. Late bids will be rejected. Bids will be opened immediately after the deadline for bid submission in the presence of the bidders’ representatives who choose to attend at Conference Room, 2nd Floor, BRELA, Ushirika Building, Lumumba Street, Dar- es- Salaam, Tanzania.
