SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION
II.1.1) Title attributed to the contract by the contracting authority:
WSO Pre-Plant Treatment and Plant Collection and Delivery Contract.

II.1.5) Short description of the contract or purchase(s): The Forestry
Commission will be awarding this contract to a supplier who will be able
to provide the specific services as part of the contract. This will
include the Electrodyne treatment of bare root planting stock at the
Forestry Commissions Maesnewyddion depot near Betws y Coed, North Wales.
And the collection of plants from Delamere Nursery in Cheshire, and the
delivery of plants throughout Wales.
There will be one contractor appointed for this contract. We anticipate
that the Contract will start on 1.10.2010 for initially 2 years with an
option to extend for a further 2 years, reviewed annually (2+1+1 ).

II.2) QUANTITY OR SCOPE OF THE CONTRACT
II.2.1) Total quantity or scope: You should be able to carry out the
electrodyne treatment of up to approximately 2 000 000 per year of bare
root plant stocks of various species and within the size range of
approximately 20-60 cm in height and with root collar diameters of between
3-8 mm.
Trees to be treated with ALPHA C 6ED, or if a subsitute is used it must be
agreed by the FC.
There must be a minimum of one qualified person (PA 12) present at the
electrodyne whilst the machine is being operated.
Approximate number of plants, both for treatment and delivery only, to be
collected from Delamere Nursery is up to 3 800 000. In a time period of
between October and April each year.
Contract holder to ensure suitable transport is available at all times to
collect and deliver trees in line with contract requirements.
Before submitting a Pre-qualification Questionnaire potential bidders
should note the following and consider whether the scope of operations is
appropriate to their organisation:
— The nature of the works can be unpredictable, due to weather conditions,
— Delivery is spread over a large geographic area,
— The contractor is expected to be available 7 days a week,
— Plants to be treated not more than 24 hours before date of dispatch.
Estimated value excluding VAT:
Range: between 200 000 and 325 000 GBP.
II.3) DURATION OF THE CONTRACT OR TIME-LIMIT FOR COMPLETION: Starting:
1.10.2010. Completion: 31.3.2014.

Commission aims to pay 30 days from receipt of a valid invoice unless
otherwise stated in the tender documentation.
