SECTION II.B: OBJECT OF THE CONTRACT (SUPPLIES OR SERVICES)

Leeds Materials Recycling Facility (MRF) Procurement Project.

II.3) SHORT DESCRIPTION OF NATURE AND QUANTITY OR VALUE OF SUPPLIES OR
SERVICES: Leeds City Council aim to commence the procurement of a
Materials Recycling Facility (MRF) to process between 30 000 and 80 000
tonnes per annum of mixed dry recyclables (MDR) primarily from domestic
premises in Leeds.
The MDR will comprise of paper, cardboard, aluminium/steel cans and
plastic containers all collected from the doorstep using a wheeled bin
prior to onward transportation to the facility offered. Note that the
collection of the MDR waste DOES NOT form part of this Prior Information
Notice.
The contract period is yet to be determined as has the contractual
arrangements around risk share in particular the risk surrounding the
existence of markets for the materials and the values they attract.
The Contractor would be responsible for receiving and sorting the MDR into
the different fractions in order to maximise recycling and value. The
contractor will also be responsible for the marketing of those products
and any subsequent onward transportation/re-processing ensuring that all
Environmental Legislation is adhered to, in particular the legislation
surrounding Duty of Care and Trans-frontier Shipment of Wastes.
Bidders may also submit proposals to provide a transfer facility where the
Council can deliver the MDR prior to the contractor bulking up the
materials for onward transportation to a MRF. The gate fee proposed will
be inclusive of all costs involved in any such arrangement.

II.7) ADDITIONAL INFORMATION: Prior to the issue of an OJEU notice
commencing the procurement of the MRF project, Leeds City Council are
inviting interested parties to participate in a market sounding exercise
which is intended to obtain views from service providers as to their
appetite for MRF contracts and to identify the preferred scope of the
contract documents from an industry point of view. In particular we will
be seeking views on pricing, contract duration, risk share and market
conditions. We will also be gathering information regarding the
availability of existing facilities and the timetabling around the
provision of new facilities. It will be our intention to use this
information to inform the procurement and to assist us with our planning.

number allocated to this project is LCC4950. Potential bidders will not be
prejudiced by any response or failure to respond to this notice or
participation in the market sounding exercise.
Potential bidders must note that a response to this notice does not
guarantee an invitation to participate in this or any future procurement
that the Council may conduct, nor that the Council will procure any such
services or accept any proposals offered.
The City Council will continue to engage with and inform the market prior
to the issue of the OJEU notice relating to the MRF procurement project
and is planning to hold an ‘information day’ for potential bidders once
the scope of the contract is determined.
Please note that this notice has been issued by the Council purely as a
notification to potential bidders that the Council is considering
procuring this service and as a market sounding exercise. Any procurement
of waste management services by the Council will be carried out strictly
in accordance with the Environmental Protection Act 1990 and the Public
Contracts Regulations 2006.
