The Bureau of Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) has a requirement for Canine supplies and related items. Items are listed within Section B with detailed descriptions in Section C. The Government contemplates and indefinite delivery and indefinite quantity ID IQ contract for one base year and four option years using commercial item procedures in FAR Part 12 and FAR Part 13.5. Proposals may be submitted only by response to the solicitation package. Proposals may be submitted only by response to the attached solicitation package. Proposals must reference solicitation # DJA09S000068. If you intend to submit a proposal ensure all applicable blocks are completed on Standard Form SF 1449. Complete pricing in Section B for the base year and all option years. Complete all certifications and representations. Return the technical and price proposal in accordance with the solicitation to include your past performance references. All interested parties must submit a proposal by October 26th, 2009 no later than 3:00 PM Eastern Standard Time. When submitting a proposal all items listed must be addressed and have specific detailed literature, explaining what similar product is being provided. Award will be based on meeting or exceeding the specifications listed within the solicitation. This is a technically acceptable, low cost procurement. All questions must be submitted by October 15, 2009 no later than 3:00 PM Eastern Standard Time. No questions will be answered after this date. All questions and answers will be provided to all prospective offeror(s) via a formal amendment to the solicitation number DJA09S000068. The NAICS number for this procurement is 424990. This will is an All or None requirement. This is a 100% small business set aside. Amendment #4 is hereby issued to incorporate Far Clause 52.225 Buy American Act Supplies and several of sub parts of the same clause, see attachment labeled: DJA09S000068 Amendment #4 Canine Supplies and Related Items (Add 52.225 and Sub Parts) to review the clause requirements. If an item does not meet this requirement a detailed explanation will be needed per item. This amendment replaces amendment #3 part in regards to the Made in the USA as a preference. Items are required to be Made in the USA. All other terms and conditions remain the same.

Amendment #5 is hereby issued because of the threshold amount to add the following Clauses: 52.225-6, 52.225-20, 52.214-34, 52.214-35 and 52.215-1, also to extend the close date till 11/9/09 NLT 3:00 PM EST, see attachment DJA09S000068 Amendment #5 Canine Supplies and Related Items (Add additional clauses and extend period of performance). This amendment replaces Amendment #4. Since the threshold is over $194,000 level, designated countries found in FAR 25.003 under World Trade Organization Government Procurement Agreement will be accepted and compared equal to domesitc end products. All other terms and conditions remain the same.
