SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION
II.1.1) Title attributed to the contract by the contracting authority:
Reuse of treated sludge from Ringsend Wastewater Treatment Plant.

II.1.5) Short description of the contract or purchase(s): Dublin City
Council currently transports and delivers processed and treated sludge
product in dry and wet form from Ringsend Wastewater Treatment Works to a
reception centre provided by a Service Provider. The current contract is
due for renewal. Expressions of Interest are sought from a range of
entities in a position to receive and reuse these products in an
environmentally acceptable way either as land fertilizer or by alternative
means in compliance with all relevant legislation.

II.2) QUANTITY OR SCOPE OF THE CONTRACT
II.2.1) Total quantity or scope: Approximately 12 000 tonnes of 92 % dry
sludge product and approximately 15 000 tonnes of 26 % cake product will
be produced in the Ringsend Works and transported off site in bulk trailer
loads on a daily basis. The contractors task will be to receive, store
handle and manage reuse of one or both products according to his
particular outlet.

LOT NO 1
TITLE: Reception and reuse of treated dry sludge product
1) SHORT DESCRIPTION: Depending on the particular outlet, the contractor
may reuse product as fertilizer on land. Dublin City is amenable to
proposals for other potential uses of the product.
2) COMMON PROCUREMENT VOCABULARY (CPV): 90513900.
3) QUANTITY OR SCOPE: Approximately 12 000 tonnes of 92 % dry product per
annum will be produced in the Ringsend Works and transported to the
contractor's premises on a daily basis. Dublin City is amenable to
proposals for other potential uses of the product.
4) INDICATION ABOUT DIFFERENT DATE FOR DURATION OF CONTRACT OR
STARTING/COMPLETION: Starting: 1.5.2010. Completion: 30.4.2013.
LOT NO 2
TITLE: Reception and reuse of treated wet cake sludge product
1) SHORT DESCRIPTION: Storage, transport and spreading on land as
fertilizer in compliance with SI 101 of 2009.
2) COMMON PROCUREMENT VOCABULARY (CPV): 90513900.
3) QUANTITY OR SCOPE: Approximately 15 000 tonnes of 26 % dry solids wet
cake product per annum will be produced in the Ringsend Works and
transported to the contractor's premises on a daily basis.
4) INDICATION ABOUT DIFFERENT DATE FOR DURATION OF CONTRACT OR
STARTING/COMPLETION: Starting: 1.5.2010. Completion: 30.4.2013.
SECTION III: LEGAL, ECONOMIC, FINANCIAL AND TECHNICAL INFORMATION
III.1) CONDITIONS RELATING TO THE CONTRACT
III.1.3) Legal form to be taken by the group of economic operators to
whom the contract is to be awarded: The service provider must be a legal
entity. Where a successful tender is submitted by a consortium, each
company or firm in the consortium will be jointly and severally liable to
the contracting authority for the fulfillment of the terms of the
contract.

SECTION VI: COMPLEMENTARY INFORMATION
VI.1) THIS IS A RECURRENT PROCUREMENT: Yes.

VI.3) ADDITIONAL INFORMATION: Dublin City Council is subject to the
provisions of the Freedom of Information (FOI) Acts 1997 and 2003. If an
Applicant considers that any information supplied is commercially
sensitive or confidential in nature, this should be highlighted and the
reasons for its sensitivity specified. In such cases the relevant material
may, subject to the provisions of the Act, be protected from access in
response to a FOI request.
It is a condition of the award of the contract that the Service Provider
is able to produce promptly a current Tax Clearance Certificate. In the
case of a non-resident Service Provider, he should be in a position to
produce a statement (in lieu of a current Tax Clearance Certificate) from
the Revenue Commissioners that he has satisfied them as to his suitability
on tax grounds to be awarded the contract.
Please note in relation to all documents, that where reference is made to
a particular standard, make, source, process, trademark, type or patent,
that this is not to be regarded as a defacto requirement. In all such
cases it should be understood that such indications are to be treated
strictly and solely for reference purposes only, to which the words "or
equivalent" will always be appended.
Service Providers must register their interest on the etenders web site in
order to be included on the mailing list for clarifications.
