II.1.5) Short description of the contract or purchase(s): Wirral Borough
Council is looking to appoint a firm of independent valuers with relevant
skills, experience and resources to value Merseyside Pension Fund’s direct
property portfolio. It will be necessary for the firm to provide regular
valuations for a period of 4 years with the opportunity to extend for a
further 2 years at the discretion of Wirral Borough Council.

II.2) QUANTITY OR SCOPE OF THE CONTRACT
II.2.1) Total quantity or scope: The main service to be provided under
contract will be a 6 monthly market valuation of the direct property
portfolio with a short commentary on each property identifying any salient
issues.
The independent valuation will require annual inspection of each property
within the portfolio.
The successful tender will be required to meet with MPF annually and its
property managers as and when required.
MPF is a member of IPD and all related information should be submitted to
them within their reporting time scales.
Independent research is valued by MPF and these reports will be required
to provide general information to assist officers in their own analysis of
the property market.
General information will be required relating to any prospective purchases
or sales MPF may transact.
The approximate price of 150 000 GBP covers the 4 year term of the
contract.
Estimated value excluding VAT: 150 000 GBP.

Any economic operator may be excluded from participation in a contract if
it:
(a) is bankrupt or is being wound up, whose affairs are being administered
by the courts, who has entered into an arrangement with creditors or who
is in any analogous situation arising from a similar procedure under
national laws and regulations;
(b) is the subject of proceedings for a declaration of bankruptcy, for an
order for compulsory winding-up or administration by the courts or for an
arrangement with creditors or is the subject of any other similar
proceeding under national laws or regulations;
(c) has been convicted of an offence concerning his professional conduct
by a judgement which has the force of res judicata;
(d) has been guilty of grave professional misconduct proven by any means
which the contracting authorities can justify;
(e) has not fulfilled obligations relating to the payment of social
security contributions in accordance with the legal provisions of the
country in which he is established or those of the country of the
contracting authority;
(f) has not fulfilled obligations relating to the payment of taxes in
accordance with the legal provisions of the country in which he is
established or those of the country of the contracting authority;
(g) is guilty of serious misrepresentation in supplying any information
required.

to the subject matter of this notice

professional risk indemnity insurance.
