Invitation for Bids (IFB)
Health Nutrition and Population Sector Programme(HNPSP) Credit No. 4052-BD

IFB No. CMSD/G-805/ICB/2008-2009/D-5/16 Date: 04/10/2009
1. This Invitation for Bids follows the General Procurement Notice for this Project that appeared in Development Business (UNDB) issue no. 652 of April 16,2005.
2. The Government of Bangladesh has received a credit from the International Development Association toward the cost of Health, Nutrition and Population Sector Program and it intends to apply part of the proceeds of this credit to payments under the Contract for procurement of “Vehicles” -ICB No. G-805
3. The Central Medical Stores Depot now invites sealed bids from eligible and qualified bidders for supply of following (ICB No. G-805) :
Sub Package-A: Ambulance, Sub Package-B: Car, Sub Package-C: Cross Country Vehicle,
Sub Package-D: Microbus, Sub Package-E: Double Cabin Pickup
4. Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, May 2004, and is open to all bidders from Eligible Source Countries as defined in the Guidelines.
5. Interested eligible bidders may obtain further information from the office of the Director, Stores & Supplies, Tejgaon, Dhaka and inspect the Bidding Documents at the address given below from 09-00 hours to 17-00 hours.
6. Qualification includes:
i. The bidder shall furnish documentary evidence / data to support that he has the financial and production capability to perform the contract and complete the supplies within stipulated delivery period.
ii. If bidder is manufacturer or manufacturer’s agent then the bidder or principal respectively should be a manufacturer of the goods offered for the last three years and should have adequate availability of spare parts and after sale service facility for the offered goods. Documentary evidence (client certificate) shall be provided.
iii. Shall furnish documentary evidence that goods meet quality requirements specified in the technical specification of the goods.
iv. Maintenance cost for 10(ten) years must be submitted. Maintenance cost can not exceed 1% of the unit price. If bidder is offering to supply vehicles that are not manufactured by itself..
v. Original Manufacturer’s Authorization Certificate must be submitted.
vi. Additional details are provided in the bidding documents.
7. A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a written Application to the address below and upon payment of a non-refundable fee of BDT 1,000.00 (Bangladesh Taka One thousand) or USD 20.00 (US Dollar Twenty). The method of payment will be either in Cashier’s Cheque or in Certified Cheque or in Pay Order or Bank Draft from any scheduled Bank in Bangladesh. Bidding documents will be delivered from the counter of CMSD to the bidders or their local agent from the date of publication of tender in the News papers.
8. Bids must be delivered to the address below at or before 11-00 AM on 24/11/2009. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend in person at the address below at 11-30 hours on 24/11/2009. All bids must be accompanied by Bid Security :
Sub Package-A: BDT 12,00,000.00 or US$ 17,400.00
Sub Package-B: BDT 8,30,000.00 or US$ 12,000.00
Sub Package-C: BDT 5,08,000.00 or US$ 7,400.00
Sub Package-D: BDT 21,40,000.00 or US$ 31,000.00
Sub Package-E: BDT 50,000.00 or US$ 750.00
or equivalent amount in a freely convertible currency through a scheduled bank in Bangladesh.
9. A pre-bid conference will be held on 22/10/2009 in the office of the undersigned at 11-30 AM. All Bidders are requested to send one competent authorized representative to attend the conference in time.
