International Consultant (Individual Consultant) for Appraisal and Selection of
Major Development Aimed Public Investment Projects

Request for Expressions of Interest
This request for expressions of interest follows the general procurement notice for the ECTAC Project that appeared in Development Business No. 615 of 30 September 2003.

A. BACKGROUND
Despite of recent public financial management reforms, progress in strengthening public investment planning has been more limited, and is the key element of the Government’s reform agenda.

The rapid expansion in the public investment program has put a strain on the capacity of the public investment planning system. Public investment increased 6.6 times between 2002 and 2007, contributing to 31 percent of total public spending in 2007. Investment planning is often politically driven and is characterized by weak strategic planning, weak links between the national and sector strategies, ad-hoc and politically driven project selection processes, lack of adequate screening of projects through sound economic rate of return analysis and feasibility studies, and weak links between the plan and the actual budget.

In order to strengthen public investment planning, the Government of Mongolia has passed a decree establishing the National Development and Innovation Committee (NDIC) under the Prime Minister’s office. Given the recent increase in public investment expenditures, it is critical to strengthen inter-agency coordination for public investment planning which is a fundamental objective of the NDIC. However, the expanded function and objectives of the Committee could benefit from close review and guidance that aligns international good practice with Mongolia’s key objective of strengthening public investment planning.

Strengthening the Public Investment Program is a Sub-Component of the ECTAC project and its objective is to develop comprehensive manual on public investment program (PIP) and guidelines on large investment projects; build capacity to implement the PIP; and improve harmonization of the government capital budget and foreign loans and grants with strong alignment of short, medium and long-term strategic policies in line with laws and regulations, and improve mechanism for public disclosure and accountability.

B. OBJECTIVES OF THE ASSIGNMENT
One of the project objective(s) of the Economic Capacity Building Technical Assistance Credit Project of World Bank is to assist the NDIC by the expert advice in capacity building in key priority areas especially in the Department of Sectoral Development and Investment Policy Coordination (DSDIPC). The project recognizes the multi-dimensional aspects of capacity building at the NDIC and line ministries. In 2009/2010, the DSDIPC’s prioritized activities are to identify the major Development Aimed Public Investment Projects in line with national/sectoral development policies and to build up human recourse capacity in the NDIC and line ministries. The main objectives of the consultant’s assignment are to assist the NDIC and the line ministries in developing the project appraisal methodology for the large-volume Development Aimed Public Investment Projects and building human recourse capacity in NDIC and line ministries.

C. SCOPE OF WORK
To fulfill the above objectives, the NDIC is seeking to work with an international consultant to develop the project appraisal methodology and the prioritization techniques for the major Development Aimed Public Investment Projects (DAPIP), which consists of three categories: the large-volume Economic, Social, and Socio-economic Public investment projects. The consultant’s duties and responsibilities will include but will not necessarily be limited to the following:

1. Provide guidance and recommendation on developing the project appraisal methodology and the costing methodology of DAPIP. The project appraisal methodology developed by the consultant should take into account the human resource capacity in the NDIC and line ministries. The methodology should not be so sophisticated or complicated that it cannot be implemented.
2. Provide guidance and recommendation on formulating the methodology to prioritize DAPIP and the selection criteria of DAPIP from the regular large-volume Public Investment Projects.
3. Conduct briefings and presentations to all stakeholders and decision-makers, as required and appropriate.

In doing so, the consultant is expected to consider the best practices of international experience.

D. DELIVERABLES
Following deliverables will be provided by the consultant:
1. Recommendation paper on the project appraisal methodology of DAPIP, which consists of three categories: the large-volume Economic, Social, and Socio-economic Public investment projects. The project appraisal methodology should emphasize more on the appropriate costing methodology in the preparation of DAPIP at line ministries.
2. Recommendation paper on the prioritization methodology of DAPIP and the selection criteria of DAPIP at selected line ministries.
3. A medium term action plan with more emphasis on recommendation of the follow up trainings in foreign countries for building up human recourse capacity in the NDIC and line ministries.
4. Conducting the case study workshops on the project appraisal methodology of DAPIP to the relevant staffs from the NDIC and the selected line ministries. The case study must cover the large-volume Economic, Social, and Socio-economic Public investment projects.

Final draft guideline of methodologies and recommendation paper shall be submitted no later than 1 month after the end of the assignment.

E. SUPERVISION AND REPORTING
• The consultant will report to designated counterparts at the NDIC. The consultant will work in close coordination with staffs of the NDIC and the Ministry of Finance.
• The consultant should submit progress-brief note to be submitted by the end of the second week of the assignment; the consultant would be expected to produce (a) mission report within 5 calendar days after completion of assignment. (b) final report at the end of the assignment (no later than 1 month after the end of the assignment). Draft papers/reports should be delivered in advance to the Client for its review and comments and all reports should be approved by the Client. Remedial actions, where required will be agreed; and
• All paper/reports will be in English. Approval of papers/reports should not be unreasonably withheld.

F. CONSULTANT’S QUALIFICATIONS / SELECTION CRITERIA
The potential candidate for the assignment must meet the following criteria:
• The Consultant should have proven in-depth practical knowledge of modern investment appraisal and prioritization techniques.
• Practical experience in managing government public investment management system;
• The Consultant should submit documentary evidence of having handled similar projects and tie-ups, if any.
• Excellent command of both written and spoken English language.


G. CONTRACT DURATION AND CONDITION
It is expected that the level of effort for this assignment shall be 1 month by November 2009.

The ECTAC Project Coordinating Unit now invites eligible individual consultants to express their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (CVs, description of similar assignments, and experience in similar conditions).
Consultant (individual consultant) will be selected in accordance with the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, January 1997 (revised September 1997, January 1999 and May 2002).
Deadline for submission of Expressions of Interest is October 26, 2009, 6:00 p.m. (local Ulaanbaatar time). Expressions of Interest must be delivered to the address below;
