Procurement of  Medical Equipments

LPMU Can Tho /WB 4153-0 VN/ICB1/2009

1.         This Invitation for Bids followsthe General Procurement Notice for this Project that appeared in Development Business,issue no. 696 of February 16, 2007 (repeated/updated in Development Business, issue no. 719 of January 31, 2008, issue no. 745 of28 February 2009.

2.         The SocialistRepublic of Viet Nam has received a credit from the InternationalDevelopment Association toward the cost of MekongRegional Heath support Project, and it intends toapply part of the proceeds of this  credit to payments under the Contract for Procurement of  MedicalEquipments (LPMU Can Tho/ WB 4153-0 VN/ICB 1/2009)

3.         The Can Tho Local Project Management Unit (LPMU CanTho) now invites sealed bids from eligible and qualified bidders for Procurement of  Medical Equipments for Can Tho Pediatrics Hospital  (LPMU Can Tho/ WB 4153-0 VN/ICB 1/2009)

Lot 1: Imaging diagnostic and Endoscopeequipment

Lot 2: Equipment for emergency and intensive care(monitoring patients)

Lot 3: Operating instrument set & OperatingEquipment

Lot 4: Equipment for Hematology and Blood transfusion & BiochemistryLaboratory

4.         Bidding will be conducted throughthe International Competitive Bidding (ICB) procedures specified in the World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits, and is open to all bidders from Eligible Source Countries asdefined in the Guidelines.⁵

5.         Interested eligible bidders mayobtain further information from Can Tho Local Project Management Unit (LPMU Can Tho), Email:dshoangviet@gmail.com, bichphuongsoyt@gmail.com with copy to mrhsp.proc@fpt.vn; mrhspvietnam@ymail.com and inspect the Bidding Documents at the address (1) given below from 08:00 am to 11:00 am and 1:30 pm to 4:30 pm.

6.        Qualifications requirements include: local after sales service and availabitity of consumables and spares; successful completionof at least two contract involving the supply andinstallation of simila quantity and type of equipment within the pastfive (5)years. A margin of preference for eligiblenational contractors shall not be applied. Additional details areprovided in the Bidding Documents.

7.         A complete set of BiddingDocuments in English may be purchased byinterested bidders on the submission of a written Application to the address (1) below and upon payment of a non refundablefeeof  VND1,800,000 or USD 100.  The methodof payment will be (i) cash for interested bidderscollecting the bidding document from LPMU Can Tho, and (ii) direct deposit for prospective bidders requesting in the docements to be mailed, to thefollowingaccount: (i) Account name: Can Tho Local Project Management Unit; (ii) Bank: Vietnam Bank for Agricultrure and Rural Development, Can Tho City; (iii) Account number:1800201093067 (VND). The Bidding Documents will be sent byairmail for overseas delivery and surface masil forlocal delivery. A prospective bidder wishing to receive the bidding documents by courier must cover the additional costs forcouries service in the amount of USD 100.

8.         Bids must be delivered to theaddress (1) below at or before 09:30 am local time on 27 November2009. Electronic bidding will not bepermitted. Late bids will be rejected.  Bids willbe opened in the presence of the bidders' representatives who choose to attend in person at the address (1) below at 09:45 am localtime on 27 November2009. All bids must be accompanied by a BidSecurity of not less than 2% of  bid price or an equivalent amount in a freely convertiblecurrency.
