This Invitation for Bidsfollows the General Procurement Notice for this Project that appeared in DevelopmentBusiness, issue no. 689 of 31st October 2006. 2. The United Republic ofTanzania has received funds from Development Partners toward the cost of Tax Modernization Program, and it intends to apply part of the proceeds of thisfund to payments under the contract forthe Supply, Configuring and Implementation of an Electronic Cargo Tracking System(ECTS). 3. 4. Bidding will beconducted through the International Competitive Bidding (ICB) procedures specified in theWorld Bank's Guidelines: Procurement under IBRD Loans and IDA Credits, and is open to all bidders from Eligible Source Countries asdefined in the Guidelines that meet the following minimum qualification criteria:- 5. Qualifications requirements include among others, the following: i. Bidders must submit copies of certified bank statement covering the period of 6 months ending one month beforedeadline for the submission of bids ii. Bidders must provide audited financial reports of the last two years (b) The Bidder shall furnishdocumentary evidence to demonstrate that itmeets the following experience requirement(s): i). The bidder or his authorized local agent shall have at least 3 (three) years of experience inthe supply, configuring and implementation of an electronic cargo trackingsystem (ECTS) with adequate and proven after sale Technical Support facilities inTanzania. ii). If at the time of bidding, the Bidder does nothave adequate and proven after sale Technical support, then the Bidder shall submit his plans for setting up such facilities inTanzania in the event of award of contract, and as to how he proposes to carryout testing and provide after sale technical supportservices until such facilities are set up in Tanzania by the Bidder 6. Interested eligibleBidders may obtain further information from Tanzania RevenueAuthority Headquarters and inspect the bidding documents at the address given below from 8.0 am to 5pm 7. Acomplete set of Bidding Documents in English may be purchased by interested bidders on thesubmission of a written application baring name of the firm, e-mail, postal address,fax and telephone to the Address indicated below and upon payment of a non # refundablefee of T. Shs. 50,000/- (Tanzania shillings fifty thousand only) or in US $50 (United States Dollars fifty only). The methodof payment will be by banker's cheque, banker's draft or cash to Tanzania Revenue Authority. The bidding documents will be sent bycourier for overseas delivery and surface mail or courier for local delivery. Tanzania Revenue Authority will not be heldresponsible and accountable for any delays or non-receipt of the bidding documents. Anyauthorized person may collect bidding documents from the Addressgiven below. 8. Bids must be deliveredto the address below at or before 10.00 hours local time on Thursday December 10, 2009 . All bids mustbe accompanied by a bid security of not less than United Sates Dollars five thousand or an equivalent amount in a freely convertible currency. Late bids will be rejected. Bids will be opened in thepresence of the Bidders' representatives who choose to attend at TRA Boardroom located at third floor TRA Headquarters immediately after the deadline for submissiondate 9. The attention ofprospective Bidders is drawn to (i) the fact that they will be required to certify in their bids that all hardware Genuineandsoftware is either covered by a valid license or was produced by the Bidder and (ii) that violations are considered fraud, whichis, among other remedies, punishable by potential blacklisting from participation in future World 10.
