SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION

II.1.4) Short description of the contract or purchase(s): The Authority
wishes to appoint a services provider to provide a broad range of
education support services and associated children's and young people's
services. To reflect the integrated nature of the services now required in
response to the current structure of Children and Young People’s Services,
the changing local and regional agenda, and changes in legislation and
statutory guidance, the Authority's output requirements for the appointed
services provider are arranged into the following broad themes:
1. Strategic and Corporate Leadership:
— To act as an integrated strategic and corporate agent on behalf of the
Director of Children’s Service and Walsall Council,
— To take responsibility and accountability for the provision of high
quality, innovative, future focused, and cost effective education within
Walsall Children’s Services and those aspects of integrated Children’s
Services as directed and required by the Director of Children’s Services
and the council,
— Promote choice, diversity, high standards of learning and teaching, and
the fulfilment of every child’s educational potential,
— Implement organisational structures that are open, transparent and
flexible to the needs of young people in.
Walsall as determined by, and integrated with Walsall Children’s Services
in so far as such structures relate to the services for the delivery of
the contract.
— To act proactively as Corporate Parent,
— Support the Children and Young People’s Partnership, Children’s Trust to
improve the well being of all children and young people,
— Improve value for money.
2. Services Supporting the Welfare of Children and Young People:
— Support services for safeguarding of children and young people,
— Support the provision of Extended Services to schools and the Provision
for Early Years,
— Provide a Special Educational Needs Service to School,
— Provide a service to support the behaviour management of children and
young people,
— Provide a service to support improved pupil attendance at school,
— Ensure the delivery of the statutory and local requirements for pupils’
travel and standards in school food,
— Support schools in meeting healthy schools standards,
— Support the educational attainment of Looked After Children.
3. Services providing advice, guidance, support and challenge for schools,
governors and other partners
School improvement Service including:
— Support to develop high quality teaching and learning in all schools
within innovative and future focused curricula,
— Support for effective school leadership and leadership succession
planning,
— Guidance and advice for teachers, school leaders and governors,
— Challenge and intervention, including through multi-agency activity.
4. Services supporting education beyond the classroom for Walsall schools:
— Engage in strategic partnership and leadership for the development and
promotion of the educational and leisure activities beyond the classroom
for children and young people in Walsall,
— Support educational and leisure activities beyond the classroom for
children and young people in Walsall.
5. Services supporting:
a) asset management and
b) leadership of health and safety functions for schools.
— Work as a partner with the Corporate Landlord (Walsall Council) in the
strategic leadership for the management and development of the building
capital within Walsall Children’s Services, as part of the council’s.
Property Estate giving value for money for the council and for schools.
— Support the implementation of the building schools for the future
programme,
— Provide a health and safety service to schools: guidance, support,
monitoring and intervention in relation to the health, safety and welfare
of those who work in schools and Children's Centres, pupils and others.
6. Services supporting the resourcing of education:
— Provide a resourcing service to schools under the direction of the
Director of Children’s Services,
— Support the Work of the Schools Forum,
— Provide a Core HR service to schools in co-ordination with Walsall’s HR
strategy.
7. Services supporting and providing ICT:
— Developing Strategic leadership and vision for learning co-ordinated
with Walsall’s ICT,
— Providing a reliable and adequate infrastructure to Walsall schools and
centres,
— Support for Management Information Systems,
— Support for the Curriculum,
— Technical Support for Schools, Children’s Centres and Family Centres,
— Developing Communication technology,
— Support the development of shared systems required for integrated
working.
8. Services supporting property management within schools
— Provision of cleaning services within schools,
— Provision of caretaking services within schools.
9. Assessment Service and Family Support Services for children with
disabilities and their families.
There will be a need to commission additional services for commencement on
1.8.2008 for the provision of disability services. The provision for this
must be consistent and capable of integration where appropriate with the
scope of the other services identified above:
— Provide or commission an Assessment Service and Family Support Services
for children with disabilities and their families,
— Candidates will be required, inter alia, to demonstrate their ability to
deliver:
—— The statutory education duties placed on Local Authorities in England,
—— A range of integrated children's services at both a local and borough
wide level,
—— A full range of services to support schools in the management and
delivery of the statutory education system,
—— Support and challenge to schools that are causing concern and which may
have been placed in an Ofsted category,
—— Improvements in statutory examination results across the schools in an
area such as a local authority,
—— Leadership and strategic implementation of a range of local, regional
and national developments and initiatives across a range of schools and
other education and care settings; and
—— A contribution to the achievement of the corporate priorities and plans
of a local authority and those of their partners such as health services.
In addition, candidates will be expected to demonstrate their abilities in
respect of and understanding of Ofsted inspection processes and the Annual
Performance Assessment and Joint Area Review process for children's
services.
