The Federal Highway Administration has a need for services in support of its International Technology Scanning Program by managing, coordinating, conducting, and documenting international scan studies. International scans identify and evaluate innovative technologies and practices in other countries that could significantly improve highway transportation in the United States. The program enables innovations to be adapted and put into practice in the United States much more efficiently without spending scarce research funds to re-create advances already developed by other countries. On each international scan, the selected contractor will review and assess innovative technologies, policies, and practices in other countries that may provide better highways and highway system performance in the United States. The contractor will provide implementation guidance and assistance to scan teams upon conclusion of each international scan. Tracking and documenting the implementation of new technologies and practices identified on international scans, as well as the resulting benefits, will also be a requirement for this contract.
