Invitation for Bids (IFB)
for Procurement of Cap Vitamin A 200,000 IU
Health Nutrition and Population Sector Programme , Credit No. 4052-BD

IFB No. CMSD/G-885(ICB)/2007-2008/D-2/15 Dated 29/09/2009

1. This invitation for bids follows the general procurement notice for this project that appeared in UNDB, issue no. 652 of 14 June 2005.
2. The People’s Republic of Bangladesh has received a credit from the International Development Association & grants from development partners in various currencies toward the cost of Health Nutrition and Population Sector Program (HNPSP),and it intends to apply part of the proceeds of this credit to payments under the contract Package No.G-885 for procurement of –
Vitamin A Capsule (200,000 IU) - 5,63,50,000(Five crore sixty three lakh fifty thousand) Caps
The World Bank’s eligibility rules and procedures will govern the bidding.
3. The Director (Stores & Supplies) & Line Director, (Procurement, Logistics & Supplies Management) Central Medical Stores Depot (CMSD),Tejgaon,Dhaka-1208,now invites sealed bids from eligible bidders for supply of “Vitamin A Capsule (2,00,000 IU), 5,63,50,000 Caps. of Package No.G-885.
Bidding will be conducted through the international competitive bidding procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, and is open to all bidders from eligible source countries as defined in the Guidelines. A margin of preference will be granted for the goods manufactured in Bangladesh.
4. Qualification Criteria:-
(a) Has average annual turnover in manufacturing and/or supplying of Pharmaceuticals not less than equivalent
of Bangladesh Taka 236.670 million or US$ 3.4102 million
or equivalent in currency of bid during the last three years.
(b) The minimum amount of available liquid asset or working capital or credit facility is BDT 6,31,12,000.00 or
USD 909,394.81 or equivalent convertible currency.
(c) Must have manufactured and supplied satisfactorily of specific pharmaceuticals to the extent of at least one
contracts of similar size of the required item during the last five years as on the date of the month preceding
the bid opening date.

5 Interested eligible bidders may obtain further information from Office of the Director (Stores & Supplies) & Line Director (Procurement, Logistics & Supplies Management) Central Medical Stores Depot (CMSD), Tejgaon, Dhaka-1208 and inspect the bidding documents at the address given below from 9-00 A.M. to 5-00 P.M. local times.
6 A complete set of bidding documents in English may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a nonrefundable fee of Tk.1,000.00 (Taka One thousand) or in US$ 20.00 (US Dollar Twenty) only. The method of payment will be either in Cashier’s Cheque / Certified Cheque or in Pay Order/Bank Draft from any scheduled Bank in Bangladesh & document will be delivered from the counter of CMSD.
7 Bids must be delivered to the address below at or before 11-30 hours (local time) on 16/11/2009. All bids must be accompanied by a bid security of BDT 15,77,800.00 (fifteen lahk seventy-seven thousand eight hundred) or US$ 22,735.00 (twentytow thousand seven hundred thirtyfive)only through a scheduled bank in Bangladesh.
Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend at
the address below at 12.00 hours on 16/11/2009 (local times).
8 During submission of bid document each page should be properly numbered and flaged. List of Submitted
documents should be attached in the front page as index.
9 A pre-bid conference will be held on 19/10/2009 in the office of the undersigned at 12.00 hours. All Bidders are requested to attend the conference in time.
