Cifra de afaceri anuala medie pe ultimii 3 ani (2008, 2007 si 2006) sa fie de minim 7.000.000 lei (pentru persoanele juridice române) sau echivalentul sumei în EURO la cursul BNR valabil pentru data de 26.08.2009, respectiv 4,2178 lei/Euro. Cursul valutar valabil pentru aceasta data se va lua în calcul si pentru conversia altor valute.

Ofertantul trebuie sa fi executat si finalizat, în ultimii trei ani, 3 contracte similare a caror valoare cumulata sa fie de cel putin 3.870.000 lei; Ofertantul, sau in cazul unei asocieri partenerul responsabil de realizarea portalului, va face dovada implementarii cu succes a cel putin unui portal in institutii publice, portal care sa fie folosit de un numar de peste 1.500 utilizatori
