SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION

Council intend to carry out a a drainage flow survey in the City Centre
Catchment of Dublin.

II.2) QUANTITY OR SCOPE OF THE CONTRACT
II.2.1) Total quantity or scope: The project entails the carrying out of
a flow survey in Dublin City Centre. The scope of which includes (but is
not limited to):
— Install and maintain for the period of the survey 170 no normal type
flow monitors,
— Install and maintain for the period of the survey 30 no ADS flow
monitors,
— Install and maintain for the period of the survey 30 no rain Gauges,
— Install and maintain for the period of the survey 2 no Tide Gauges,
— Relocated Flow survey Equipment as necessary,
— Carry out pre survey inspections on all sites,
— Carry out all duties as Project Supervisor Construction Stage (PSCS)
under the Safety, Health and Welfare at Work Act 2005,
— Compile weekly progress reports,
— Liaise with stakeholders as necessary, including writing reports and
attending meetings,
— Final Report on flow survey,
— Provide processed data in Infoworks compatible format,
— Carry out all duties of contractor in accordance with WRC contract
documents for short term flow surveys Second Edition December 1993.
Estimated value excluding VAT:
Range: between 500 000 and 600 000 EUR.

II.3) DURATION OF THE CONTRACT OR TIME-LIMIT FOR COMPLETION: Duration in
months: 2.5 (from the award of the contract).

tender or to participate: Envisaged minimum number: 5. Maximum number: 7.
IV.2) AWARD CRITERIA
IV.2.1) Award criteria: The most economically advantageous tender in
terms of the criteria stated in the specifications, in the invitation to
tender or to negotiate or in the descriptive document.

IV.3) ADMINISTRATIVE INFORMATION
IV.3.4) Time-limit for receipt of tenders or requests to participate:

SECTION VI: COMPLEMENTARY INFORMATION
VI.3) ADDITIONAL INFORMATION: Applicants are advised to retain a full and
accurate copy of their submission.
Applicants for pre-qualification must return four (4) printed copies of
their Pre-qualification Submission which shall be in a sealed envelope
clearly marked "City Centre Sewerage Scheme Flow Survey" and sent/
delivered to the Name, Address and Contact Point stated in Section I.1 and
to arrive no later than the time and date stated in IV 3.4 of this notice.
To control the formatting and content of the Pre-qualification & Protocol
Documents they are only being released in PDF file format. Only a limited
amount of information is needed to be provided on the document itself. It
is not necessary to type this in and instead should be done by hand. The
bulk of the information is to be submitted as appendices.
The package(s) should not bear any mark indicating the identity of the
Candidate. If more than one package is involved, they must all carry some
random unifying code number and an indication of the number of packages in
total (e.g. 105/1 of 2, 105/2 of 2).
Dublin City Council is subject to the provisions of the Freedom of
Information (FOI) Acts 1997 and 2003. If an Applicant considers that any
information supplied is commercially sensitive or confidential in nature,
this should be highlighted and the reasons for its sensitivity specified.
In such cases the relevant material may, subject to the provisions of the
Act, be protected from access in response to a FOI request. It will be a
condition for the award of any contract by Dublin City Council that the
successful Tenderer, and all subcontractors produce a valid Tax Clearance
Certificate or C2 Certificate from the Revenue Commissioners.
Please note in relation to all documents, that where reference is made to
a particular standard, make, source, process, trademark, type or patent,
that this is not to be regarded as a defacto requirement. In all such
cases it should be understood that such indications are to be treated
strictly and solely for reference purposes only, to which the words "or
equivalent" will always be appended.

clarifications and changes, will be published on the Irish Government
Procurement Opportunities Portal (www.etenders.gov.ie) only. Registration
is free of charge.
