INFRASTRUCTURE DEVELOPMENT PROJECT

GENERAL PROCUREMENT NOTICE

The Government of Sierra Leone intends to apply for a credit from the International Development Association (IDA) in the amount of approximately US$ 40.0 million equivalent toward the cost of the Infrastructure Development Project (IDP), and it intends to apply the proceeds of this credit to payments for goods, works, related services and consulting services to be procured under this project. It is envisaged that the project will include the following preparatory and implementation components:

Transport:
Road Network: Rehabilitation/strengthening of selected sections of the primary roads in the core road network and support sector reforms and management improvements. Preparatory studies will include: a Road Sector Management Study, and Feasibility and Final Design for the rehabilitation/ strengthening of approximately 100 km of paved roads. Technical assistance and studies to support sector management reforms, as well as the construction and supervision of road rehabilitation/strengthening will be included in the project.

Freetown Port: Extension the Port’s container stacking area and other works, together with provision of navigational aids and environmental and safety management equipment; plus management support to make Port operations more competitive and self-sustaining. Preparatory studies will include a financial and institutional assessment of the Sierra Leone Ports Authority (SLPA), with the aim of recommending improvements to its existing structure and financial management. Technical assistance and studies in support of organizational improvements and supervision, as well as the construction and supervision of physical improvements will be included in the project.

Freetown International Airport: Strengthening of the airport’s physical infrastructure to enhance its operational efficiency and provide management support. Preparatory studies will include Feasibility and Final design, including preparation of bidding documents, for airport pavement rehabilitation/strengthening; upgrading of the turning loops; and upgrading of the water and power supplies for the Lungi International Airport. Construction and supervision of recommended works will be included in the project.

Energy: Support to the completion of the Bumbuna Hydroelectric Project, based on a private-public partnership, install transmission lines and distribution connections and improve institutional capacity to sustainably provide energy services through sector reforms and capacity building. Preparatory studies will include: prioritization of sub-transmission projects in the Western Region; needs assessment for the rehabilitation of the Kingtom Thermal Power Station; environmental assessment, technical and safety review, and institutional study for the Bumbuna Hydroelectric Project. Technical assistance and studies in support of sector reform and Bumbuna Hydroelectric project management, as well as power transmission and distribution equipment, will be included in the project.

Water Supply and Sanitation (WSS): Support the planning, installation and management of selected pilot water supply and sanitation facilities; and establish the policy basis for sustainable WSS. Preparatory studies will include an assessment of the water supply and sanitation sector, including ongoing efforts to define a Water Policy, identify critical constraints and opportunities and formulate a strategy suitable for an IDP project component. Technical assistance and studies in support of the establishment of the Water Policy, as well as design, supervision and construction of pilot rural water supply and sanitation facilities, will be included in the project.

Procurement of contracts financed by the credit will be conducted through the procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, January 1995 (revised January and August 1996, September 1997, and January 1999), and is open to all bidders from eligible source countries as defined in the guidelines. Consulting services will be selected in accordance with the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, January 1997 (revised September 1997, January 1999 and May 2002).

Specific procurement notices for contracts to be bid under the World Bank’s international competitive bidding (ICB) procedures and for large-value consultants’ contracts will be announced, as they become available, in Development Business and Development Gateway.
